Responsible for positioning Raytheon Intelligence & Space (RI&S) Advanced Mission Solutions (AMS) pursuits in the Space Protection domain with highly rated and competitive technical solutions. Successful leadership and support provided to winning strategic/competitive pursuits for the Euphoria PDR phase, San Clemente concept exploration and development phase, Euphoria MVP, Pacific, Marble, Euphoria OVP, and the Pacific and Marble follow-on phases. Led the stand-up of the Integrated Change Management (ICM) and Engineering Studies team on the Euphoria program to include personnel, processes, cost modeling, and program roadmaps. ICM responsibilities included program impact assessments (cost, schedule, technical), management of studies and deliverables, and Engineering Change Proposals (ECPs) resulting in significant on contract growth for the program.

Responsible for positioning Raytheon Intelligence Information and Services (IIS) Business Development (BD) pursuits with highly rated and competitive technical solutions, driving innovative approaches and best value solutions for our Civil, DoD, and IC customer base. Responsible for leadership of competitive solutions across IIS to include Global Intelligence Solutions (GIS), Cybersecurity and Special Missions (CSM), and the Mission Support and Modernization (MSM) mission areas. Successful leadership and support provided to winning strategic pursuits such as NORAD Tactical Warning/Attack Assessment Sustained Support Contract (NISSC), DHS Development, Operations, and Maintenance (DOMino), and Information Management Services Support (IMSS – aka Kodiak).

Responsible for positioning Raytheon IIS Mission Support Solutions (MSS) with competitive technical solutions and innovative approaches across our Civil, DoD, and IC customer base. Responsibilities included strategy and development of the MSS services framework, establishing a structured and repeatable process library, development and packaging of our Unify approach and demonstration capability for centralized and remote mission support, and lead of the MSS Managed Services initiative to include the business model IOC.Raytheon Chief Engineer for the competitive and successful Silver Eagle pursuit, providing key technical solutions for the dual service center approach, architecture of Service Center West and the replacement NETS tool suite, and the overall mission-based approach. In support of overall IIS/MSS strategy, my responsibility and efforts included numerous technical and management briefings to customers, product line and business unit management personnel, leadership team, the IIS Strategic Advisory Board, and Raytheon’s CEO. My efforts also included development of white papers, support to strategic working groups, establishing the MSS capability demonstration forums, and conducting trade show briefings and demonstrations in venues such as Innovation Week, National Space Symposium, and GEOINT Symposium.

Responsible for successful proposal, concept development, implementation, and operation of the first centralized and remote maintenance operations model for a proprietary customer, which included standup and management of the Enterprise Maintenance Center (EMC). Implementation required the correct balance of technology, innovative techniques and approaches, ability to implement proposed concepts, leadership and communication at multiple levels throughout the program, execution of daily operations, supervisory responsibilities of personnel, and management to include budget, staffing for approximately 70 personnel, strategic planning, facilities, and security. Successful management of the EMC from concept, to implementation, to operations, resulted in the EMC becoming the cornerstone of Raytheon’s Unify approach for centralized and remote mission support.Chief Engineer and Technical Volume lead successfully leading the overall technical approach for a multi-location enterprise including a centralized/remote solution resulting in significant cost savings and mission benefits. In this role, I led the overall technical solution that included use of innovative technical approaches and techniques for a successful winning business solution. The technical approach resulted in several key discriminators that drove required efficiencies and mission benefits. Upon contract award, I was assigned as the enterprise lead for the maintenance Functional Transition Area where I established the transition approach to include plan, schedule, budget, staffing (job positions, descriptions, and hiring), organizational layout, and governing documentation for operations (maintenance service plan, processes, CONOP, training, knowledge transfer, and workload transfer).

Senior engineering manager and lead responsible for the Ground Merged Architecture (GMA), Networks group, Data Base Administrators and Web team. Responsibilities included 24x7 operations support for networks, major infrastructure system installation upgrades (GMAs-2, 3, 4, 5), timeline oversight, customer relations, oversight, and leadership roles on internal O&M projects including network-system management, firewall management process improvements, re-capitalization upgrades, WAN monitoring, configuration management data base re-design, network automation, and network configuration information process improvement.

Demonstrated abilities as I&V lead for the Ground Merged Architecture program consisting of simulator validation, element factory acceptance testing (FAT), segment FAT, multi-segment integration, and multi-segment tests (OIV/SIV).

Demonstrated technical and leadership abilities as Navy representative of the joint USAF/USN Electronic Protection Threat Working Group (EPTWG) Test program designed to assess weapon system Electronic Protection (EP) capabilities of F-15, F- 16, and F/A-18 aircraft versus high priority Electronic Attack (EA) threats. Designed, directed, analyzed, and reported on F/A-18 AMRAAM weapon system. Assessments provided to USN fleet interface organizations (VX-9, Top Gun) for updating/developing warfighter tactics vs current EA threats. Test program involved flight Test and HIL simulations of F/A- 18 APG-65/73 radar and AMRAAM missile performance.Attended the Naval Postgraduate School (NPS) under a Navy Fellowship. Completed MSEE and thesis with an electro-magnetics option. Thesis included research in the area of electromagnetic propagation/modeling and antenna design subsequently used by the Advanced Research Project Agency (ARPA) in support of the Micro-Remotely Powered Vehicle (MRPV) program.Project engineer on major test programs such as AAAM, AMRAAM, SM-2, and RAM, focused primarily on missile system performance. Responsibilities included the development of detailed plans and procedures, directing the conduct of tests, analyzing data, and providing technical evaluations of system performance.Certified F-4 Flight Test Engineer with experience testing new mission capability over the Point Mugu sea test range to include airborne rocket launches, aerial maneuvers, and high speed low altitude runs while gathering data for post test mission analysis.
