Directed the Planning, Programming, Budgeting, and Execution Process (PPBE) for 50% of the SMC program portfolio. Utilized the Earned Value Management (EVM) performance methodology to assist with program execution. Developed and implemented budget management strategies including planning, reporting, analysis, and compliance. Provided the three-star General Officer with information and recommendations necessary for implementing his vision and intent across the Command. Coordinated communications between the Pentagon subject matter experts and program managers at SMC.

Advised SBIRS leaders on all aspects of acquisition reporting, budget, contractor manpower, and award fees. Collaborated with requirements design team to define next generation satellite ground operating system.

Designed architecture options for the Iridium NEXT satellite constellation in order to realize cost savings, synergies, and other benefits. Devised a new funding strategy for the COSMIC-2 environmental satellite program based on collaboration between the Space Superiority and Weather Directorates as well as ridesharing with the NASA Demonstration Program in order to save on launch costs. Coordinated with NOAA and Taiwan’s National Space Organization regarding the COSMIC-2 partnership. Consulted with the SMC Weather Directorate regarding the Defense Meteorological Satellite Program (DMSP).AWARD: Western Region Employee of the Year (2011)

Directed strategic missile launch detection ground system software upgrade. Coordinated cyber certification effort to gain Interim Authority to Test and Authority to Operate certifications. Defined mobile ground system requirements and architecture.

Directed videographers to provide documentation regarding international partnership activities with Tunisia. Performed services at the Pentagon to coordinate international combat camera deployments around the world.

Performed Test Lead role for JSTARS test aircraft. Collaborated with the Defense Advanced Research Projects Agency (DARPA) on the Affordable Moving Surface Target Engagement (AMSTE) program regarding effectiveness upgrades. Successfully coordinated software upgrade for the Beale Air Force Base Upgraded Early Warning Radar (UEWR) missile defense system in order to improve strategic defense readiness.
