Responsible for supporting the day-to-day operations of the City under the direction of the Mayor. Includes oversight of all City divisions/departments and coordination of special projects and interdepartmental initiatives. The COO is involved in all municipal projects, budgeting, collective bargaining, human resources and purchasing decisions of the City and supervises all division heads and all administrative staff and participates in the hiring, training, performance evaluations, and discipline of senior management personnel. Provide strategic guidance on transforming division/department operations for greater efficiencies under a new form of government. Directed and published 5-Year Strategic Plan and Transition Plan for new administration. Negotiated all new collective bargaining agreements, to include settling the first police patrolman’s contract in four years. Initiated FramStat, a data-tracking and management tool based on CitiStat, requiring division heads to provide regular operational updates, based on personnel, financial and operational data to make solid, fact-based decisions.

Chief Administrative officer for Devens Redevelopment Enterprise Zone, a 4,400-acre mixed-use community and an award winning model for military base reuse. After 79 years as the U.S. Army’s New England headquarters, Fort Devens was closed in 1996. With financial support from the Commonwealth, MassDevelopment purchased the property and is implementing a comprehensive re-use plan designed by citizens and public officials.

Coordinating respective activities of Joint Task Force Headquarters with Federal, State and Local elected and appointed officials in order to provide current resource status, limitations and capabilities between JFHQ-MA and other government agencies in preparations for Domestic Operations. Work to achieve best use of National Guard assets by reducing redundant or counterproductive military activities and to seek out methods to most effectively utilize JFHQ-MA strengths.

Directs, oversees, manages and coordinates all matters concerning employment of Massachusetts Air National Guard (ANG) Cyberspace and Communications systems and missions. Advises and provides expert council and oversight regarding Cyberspace system support for National Guard Bureau (NGB) Communications and Information Systems, Computer Network Defense, Network Assurance, and Cyber Critical Information Protection programs. Works with units to develop goals and objectives that integrate MA ANG/A6 and NGB/A6 Cyberspace Systems into state, regional, and national Cyberspace integration plans and strategies.

Chief elected and administrative officer of a city with approximately 17,000 inhabitants, a $53 million operating budget, 500 employees, impacting $1.9 billion worth of citizen’s assets. Directly responsible to the public for the operations of all city services, fiscal management of operations and capital projects, economic development, public safety, public health, public education, and public infrastructure.

Responsible for the purchasing of all supplies and services for City and ensuring all provisions of Massachusetts General Laws and City ordinances relating to the procurement and disposal of assets are followed. Authorize and devise methods and procedures and make technical decisions using independent judgment and purchasing knowledge. Completed negotiations of eight union collective bargaining contracts for the City and assisted Beverly School Committee with negotiations covering contract periods spanning six years.

Organized the creation and directed the activities of the Metropolitan Mayors Coalition, a ten city coalition that builds alliances across communities, and identifies new approaches that address root causes of problems particular to urban cities. The Coalition consisted of eight mayors and two city managers of the cities of Boston, Cambridge, Chelsea, Everett, Malden, Melrose, Medford, Quincy, Revere and Somerville, with the objective of making older urban communities more livable and economically stable.

Provided legislative and policy strategy for public and private sector leaders on environmental infrastructure and municipal economic competitiveness issues. Advocated for increased financial resources to cities and towns and more reasonable regulations for drinking water protection, combine sewer overflow systems and municipal sewer and wastewater projects. Worked closely with DEP and EPA regulators to mitigate overlapping regulatory requirements in order to lower project costs to cities and towns.

Provided legislative advocacy and public policy strategy for organization representing cities and towns of the Commonwealth. As the information source for municipal leaders statewide, had to analyze, track and report on nearly 1,000 legislative bills a year affecting local government. Provided written and oral testimony before the Legislature, Executive branch and regulatory agencies of the Commonwealth. Directly involved in policy negotiations with state governmental agencies, other organizations and private industries to develop solutions for financial, legal and regulatory issues that impact local government. Provided technical assistance and policy research for municipal officials. Published articles for biweekly and monthly publications on a wide range of municipal issues.
