Formerly Principal Consultant in ICT management for the Society of IT Management (SOCITM), the professional membership organisation for IT professionals in the public and civil sectors. Now a volunteer and Director of Groam House Museum in Rosemarkie, Scotland responsible for business development and developing the use of ICT to enhance the museum's presentations.I specialised in strategic-level business improvement in local government, social care and health, and providing maturity assessment tools for the public service - measuring the effectiveness of ICT services, customer services and transformation programmes.For a number of years I was Managing Consultant of the consulting arm of SOCITM, as well as engaging in consulting projects directly. Prior to that I was an independent consultant to the Scottish public sector, undertaking such work as reviewing business related bankruptcy in Scotland, computer modelling and advising on criminal justice issues, undertaking a review of retained and volunteer firefighters in Scotland, and a review of the family support service for the Scottish Inspectorate of Constabulary.I have successfully bid for funding for projects worth several million pounds from the European Union, for research and development into broadband and its impact on business and the economy, and have managed these multinational projects. Previously I was corporate Director of IT at Highland Regional Council (1988 to 1996) and head of the prison service IT in England and Wales (1987-88). Prior to that I was Principal Research/Scientific Officer in the Home Office, working on issues concerned with criminal justice and the emergency services. While acting as Expert Advisor to the United Nations, I authored a book on the optimal approach to computerising criminal justice, researched practice in the US state and federal governments, and advised the Government of Cyprus on their justice system.
