• Plan, direct, coordinate and administer all functions and activities at the Airport on a 24 hour, 365 day-a-year basis.• Review and revise the Airport Master and Capital Improvement Plans to ensure that airport facilities keep pace with advances in aviation technology and meet FAA requirements and standards.• Coordinate airport activities with other departments and agencies (including emergency, mutual support, and maintenance) as needed.• Conduct economic research, review surveys and economic forecasts and analyze airport/regional air traffic trends as a basis for formulating landing fees, rates, charges and terms for airport facilities and services.• Negotiate, prepare, and administer vendor lease and fuel agreements, airport tenant leases, and recommend contract/lease negotiations to the Director of Public Works.• Develop pro-active marketing and public relations efforts to recruit new airport businesses.• Develop, submit and support annual and five year budgets and capital improvement project proposals. • Assure that assigned areas of responsibility are performed within budget; performs cost control activities; monitor revenues and expenditures in assigned area to assure sound fiscal control; assure effective and efficient use of budgeted funds, personnel, materials, supplies, facilities, and time.• Represent the City of Steamboat Springs at meetings and conferences on matters pertaining to aviation and acts as a liaison officer for airport matters between the City of Steamboat Springs and other governmental and commercial agencies.• Oversee and coordinate runway maintenance and preparation including snow removal, surface repair, painting, signage and lights. • Oversee the maintenance of airport facilities, landscaping, buildings, parking lots, storage areas, fencing, electrical, plumbing, roofs, fueling station, lighting, signage, security systems, glycol containment systems, etc.
