I provided technical, SME, and management support to FEMA’s Office of Response and Recovery, specifically the Response, Recovery, and Logistics Management Directorates under the Logistics Construction Support Contract (LCSC) and Housing Mission Planning (HMP) contract (soon to be the Logistics Planning and Construction Oversight Contract). This support included: -Developing all-hazards deliberate and crisis action strategic, operational, and tactical plans for FEMA regions and headquarters;-Developing program management tools, plans, and trainings to enhance FEMA’s direct housing mission; -Strategic and operational analysis of supply chain networks before and after disasters; and-Support for FEMA’s direct housing capabilities post-disaster. ► State and Local Support. I provided several state and local clients with planning, training, and exercises. Similar to my time at HSEMA, my team’s goal was to focus on:-Shorter, more implementable plans to improve both use and usefulness; -Dynamic, activity-based learning while moving traditional lecture-based courses to a self-paced, online format; and-Smaller, more focused exercises to build “muscle memory.”► Business Development. I lead Dewberry’s efforts to rebuild a state and local preparedness business practice area. Within the six months, I helped Dewberry reach over 240% of our goal in these areas and won contracts with several new clients. We were also nationally recognized by National Emergency Management Association (NEMA) for HSEMA’s preparedness efforts for the 59th Presidential Inauguration. This support was also awarded the Mayor’s Excellence in Valor Award.► Response: In support of the District’s Emergency Operations Center (EOC), I was activated over 25 times, including National Security Special Events (11), large special events (13), and incidents/disasters (5). This program was primarily designed to provide a location for those experiencing homelessness to recover from COVID-19 and reduce the spread of the virus among those experiencing homelessness. I also served as the manager for HSEMA’s UASI grant strategy. During this time, I helped increase the District’s portion of the National Capital Region (NCR) UASI grant by over 20%. I also led District’s effort and served as the program manager for the NCR’s Regional Catastrophic Preparedness Grant Program (RCPGP) grant which focused on the Food, Water, Shelter Lifeline. In addition, I served as HSEMA’s lead to enhance District situation awareness by utilizing tools such as WebEOC and ArcGIS, resulting in the creation of several dashboards to inform decision-makers day to day and during incidents. I was also the lead author/developer for the District’s Ebola Playbook, Biological Agent Detection Notification System CONOPS, DPS Legal Handbook, and the Document Management and Style Guide.►Cyber Preparedness. I supported Obsidian’s cyber security and preparedness efforts, primarily by integrating emergency management departments and agencies’ efforts with those being done by city and county CIOs and CISOs. I led the efforts to develop a Cyber Annex to the National Capital Region (NCR) Regional Emergency Coordination Plan and designed a series of regional workshops in order to socialize and validate the annex. I also designed a functional exercise to test a university’s cyber response and recovery plans and procedures. ►Training and Exercises. I supported FEMA’s National Incident Management Assistance Team (IMAT) Academy, including curriculum development; exercise design and evaluation; direct support of Academy operations; and teaching the Exercise Basics course. I also supported Amtrak in the design, conduct, and evaluation of multiple active shooter exercises across the county that tested internal Amtrak plans, policies, and procedures as well as Amtrak's coordination with local, state, and federal partners. I served as Dewberry’s Exercise Group Lead where I was responsible for business development and program management of all exercises conducted by Dewberry. In order to ensure HSEEP compliance, I lead our efforts to implement the revised HSEEP requirements and PPD-8 requirements into Dewberry’s exercise program. I was responsible for: facilitating planning meetings; developing the scenario/MSEL and all exercise documents; directing, facilitating, or evaluating the exercise; and developing AAR/IPs that provide corrective actions to address the root cause of shortfalls and gaps. When asked, 88% of exercise participants agreed these exercises were well structured and organized. 82% said that the exercise helped identify areas where plans or procedures could be improved.►National Preparedness (PPD-8). Through exercises, capability assessments, and other initiatives, I also supported local, state, and federal clients to implement PPD-8 throughout their emergency management programs. In 2012, this included supporting the development of 3 state-level THIRAs and SPRs. I also assisted a state with a PPD-8 focused State Homeland Security Strategy that integrated their THIRA, SPR, and grant investment justifications. ►Colleges and Universities. I’ve provided enhanced planning expertise and conducted vulnerability assessments to assist over 10 colleges and universities improve their safety and security programs. For two state universities, I developed and implemented a human-caused risk assessment of university facilities. For a university system, I developed and implemented a methodology to assess university emergency plans against standards and best practices. The end result was a roadmap to develop a comprehensive, proactive emergency management program. Show less

While at SAIC, I progressed from a researcher synthesizing complex data for senior DoD personnel to the program manager of a $1M national program. I supported numerous programs in the areas of homeland security, emergency management, and critical infrastructure protection.
