LCDR Thelen is currently serving as the Chief of Defensive Cyberspace Operations Law in the National Security Law Division of USCYBERCOM and the Command Judge Advocate of Joint Force Headquarters Department of Defense Information Network. He comes to USCYBERCOM from the Fletcher School of Law and Diplomacy where he earned an LLM in International Law. Prior to Fletcher, LCDR Thelen was an Instructor and the Assistant Education Department Head at Naval Justice School after serving as Installation Staff Judge Advocate for Naval Air Station Sigonella, Italy where he was the primary advisor to the OCONUS GCMCA and 36 tenant commands on ethics, military justice, and complex international law issues. Joining the Navy in 2014, LCDR Thelen spent his first tour in San Diego split between the Defense Service Office, Region Legal Service Office, and Commander Navy Region Southwest where he served as military justice officer.Before the Navy, LCDR Thelen was the associate director of the Cyber Statecraft Initiative at the Atlantic Council’s Brent Scowcroft Center on International Security, where he led scholarship and programming on cybersecurity, focusing on cybercrime, cyberespionage, and cyberwarfare. He earned his Juris Doctorate from the Washington College of Law at American University, where he was a member of the International Law Review’s editorial board and was a plank owner founding editor of the Business Law Review. Concurrent with law school, LCDR Thelen earned a Master of Arts in international affairs from the School of International Service at American University, where his studies focused on international politics and defense policy. LCDR Thelen began his career in the private sector at an investment management firm in San Francisco where he worked on a fixed income trading desk, in risk management, and as part of the firm’s performance management group.A native of Eugene, Oregon, LCDR Thelen earned a Bachelor of Science from Southern Oregon University, is a member of the Oregon State Bar, and a 2018 graduate of the Naval War College Fleet Seminar Program earning JPME Phase I certification. He is entitled to wear the Navy and Marine Corps Commendation Medal (2nd award) and the Navy and Marine Corps Achievement Medal (4th award).
