Transportation Operations Leader / Team Builder / Mentor / Project Manager / Proposal Writer

Multidisciplinary project manager, task leader, and quality reviewer for a variety of large scale ITS and tolling design-build projects, safety and operational improvement projects, as well as policy and technical specification writing projects. Subject matter expert in surface street and freeway operations serving as a regional resource in the southeastern US.

Supervising engineer responsible for project management, business development, team building and mentoring young engineers. Project work ranges from operational improvement projects, to signal timing, and managed motorways.

I supervised the traffic engineering group and support the highway and bridge groups. Regionally, for Kentucky, Ohio, Indiana and Michigan, I acted as the Traffic/ITS coordinator keeping a pulse on the projects and the pursuits of the other offices, offering assistance where needed. Over the last few years, I have supervised the internal development of a Bluetooth data collection system used on URS projects for travel time measurements and origin-destination studies.My daily activities include managing staff of three traffic and five roadway engineers, project management, frequent travel for project meetings and site visits, proposal writing, project report writing and representing our work to our clients and to the public. Responsible for monthly personnel utilization estimates, manpower projections, project earned value analysis, strategic planning, as well as new hires. Personally generated $3 million in fees, mostly in small traffic operations projects ($30,000 average totaling over 100 individual projects) during first seven years of employment. Typically prepare and make technical presentations at two conferences per year.

Performed a variety of traffic operations and transportation planning projects ranging from traffic signal system optimization, to traffic impact studies, traffic forecasts and countywide transportation plans. Primary work load located in the Commonwealth of Kentucky. Regularly assisted transportation staff in the Atlanta corporate headquarters with Georgia based projects.

This position managed two other engineers, the traffic signal technicians and the Traffic Information Network. Duties involved modernizing the centralized signal system, retiming signals on arterial corridors and addressing issues raised citizens and city council members. Approved equipment purchases for traffic signal, traffic surveillance camera equipment, and other necessary job related or testing equipment.Modernization of signal system involved installing PC based system in place of 20 year old mainframe based system. Also assisted with the design of the current Traffic Management Center.

Assisted project manager with the installation of the citywide centralized signal system project. Performed a variety of tests upon the customized signal system software related to communications, database integrity and overall functionality. Converting timing files to approximately 100 traffic signals for compatibility with new system. Retimed traffic signals on many arterial routes and the downtown central business district area. Responded to citizen complaints and performed other duties as assigned.

Junior engineer assigned to the central office Division of Traffic. Immediately began working on coordinated signal system projects throughout the state. Other duties included working with senior engineer as a liaison to four of the KYTC highway districts attending project design team meetings, conducting field review of traffic signal requests and access permit applications.
