Responsible for regulatory oversight of Maryland's $26 billion insurance industry and for the operation of a 280-member independent unit of State government. Member of the Maryland Health Benefit Exchange Board of Trustees and Maryland's Health Care Reform Coordinating Council. Vice-Chair of the National Association of Insurance Commissioners' Market Regulation and Consumer Affairs (D) Committee, Vice-Chair of the Market Actions Working Group, Chair of the Market Regulation Accreditation Working Group, and Chair of the Auto Insurance Study Group.

One of five Commissioners responsible for regulating public service companies in Maryland, including electric, gas, and telephone companies, as well as certain common carriers and water companies, to promote adequate, economical and efficient delivery of utility services in the State. The Commission enforces public service companies' compliance with applicable law, including requirements related to financial condition, capitalization, plant, manner of operation, rates and service quality.

Member of white collar litigation practice group. Areas of concentration included government investigations, health care fraud and abuse litigation, claims brought under federal and state false claims acts, and issues arising under HIPAA and state privacy laws. Clients included pharmaceutical and medical device manufacturers, hospitals and academic medical centers, physician practice groups and health plans.

Areas of concentration included federal and state regulatory compliance, fraud and abuse investigations, provider reimbursement appeals, rate review matters, medical staff peer review proceedings, licensure board disciplinary actions, patient care issues, and corporate transactions.

Planned, implemented, and oversaw operational and clinical activities of the Speech-Language Pathology Service of one of the nation's largest medical rehabilitation hospitals. Provided clinical care to adolescents and adults with communication, cognitive, and swallowing disorders following stroke or traumatic brain injury.
