Main products created: Citizen Portal of Campinas (more than 40 online services for citizens); new Campinas Transparency Portal; Integrated TAC Management System. Department of Agreements and Contracts: Monitor the procedures and arrange for fundraising with the managing agents of the federal and state governments. Main funding: R$ 39 million for construction works and dams; R$ 100 million to execute the BRT (Bus Rapid Transit); R$ 3 million in parliamentary amendments for health care. To preside over the G.A.P.E. (Group of Analysis of Specific Projects): Create standards and limits for the counterparts required from entrepreneurs, so that the city is attractive for new investments. Intermediate the different technical folders so that projects are approved more quickly. Manage the Terms of Agreement and Commitment: Mediate conflicts between different departments, private companies and the Public Sector; monitor and charge the execution of the compensation required by the municipality. Steering Committee: Prior examination of a bidding notice, agreement, contract or similar instruments, to be signed and published by the Direct Public Administration of the Municipality of Campinas in order to verify the administrative legality and the efficiency of the procedures adopted.

Focus on innovation management , reducing bureaucracy, project management, and creating/adapting online services. In addition, perform guidance functions for contract managers, as well as conduct studies for the formulation and improvement of management guidelines; promote the development, interaction and integration of preventive control actions and procedures in the municipality; monitor projects to rationalize methods and work processes of municipal bodies; elaborate norms, procedures, regulations, manuals and other operational work instruments, directly linked to the strategic goals set for the Municipality; to propose, after analysis by the Municipal Secretariat for Legal Affairs, a draft of normative acts arising from the management guidelines submitted to and approved by the City Mayor; promoting exchanges with other bodies on matters related to the management of work processes and standardization; develop other typical activities of the Department.

- To capture relevant information from the municipalities of the Metropolitan Region of Campinas and inform the State of São Paulo Energy Secretariat and its respective sub-secretariats, so that the necessary measures can be taken; - Analyze efficient energy policies carried out in the municipalities and bring ideas to the State Energy Secretariat, in order to carry out Benchmarking in other municipalities in the State; - To seek, together with the State Energy Secretariats, ways and / or mechanisms to promote the use of regional energy vocations; - Monitor the energy policies of the Secretariat of Energy and, as far as possible, suggest their implementation in the municipalities; - Meet the demands from the Energy Secretariat regarding the Metropolitan Region of Campinas; - Suggest and assist projects that collaborate with the efficient and sustainable growth of municipalities in the Metropolitan Region of Campinas.
