Currently serve as Canine Decoy Task Order (TO) Manager. Duties include: Manage, forecast, reconcile and report on financials. Develop and present Program Management Reviews (PMRs), develop monthly deliverables, and assign, prepare, manage and deploy a pool of over 250 resources in aiding TSA with training and evaluation of canine teams.Previously served as Risk Based Screening TO manager and Operations Team Manager. Managed TO resources, Operational Test and Evaluation (OT&E) schedules, and budget. Managed daily operations of up to 17 direct reports, staffed and coordinated deployment of up to 80 Test Engineers supporting T&E events at airports throughout the United States, developed an array of T&E test plans and reports, ensured successful execution of 50+ T&E efforts, oversaw training of 100+ Test Engineers, and participated on numerous winning proposal efforts.

Managed day-to-day operations of 13 direct reports in support of TSA. Managed staffing and scheduling requirements for over 20 OT&E efforts for teams comprised of up to 20 individuals which required detailed planning and communication with appropriate personnel at the test sites. Ensured contract compliance and timely delivery of documents on the Contract Deliverable Requirements List (CDRL) and Delivered Work Products (DWP). Assisted in development of Test and Evaluation Plans (TEP) for TSA. Appointed Organization Conflict of Interest (OCI) Team Manager and mitigated associated risks.

Led 25 OT&E efforts in concert with the TSA on various security screening equipment. Executed OT&E efforts which included briefing airport representatives on test procedures and rules of engagement, data collection, performed maintenance procedures on Systems Under Test (SUT), observed field operations, conducted interviews on equipment operators, downloaded system data and tesed for banned substances by conducting Liquid Quality Control (LQC) studies. Generated detailed field reports which documented incidents that occurred during the OT&E period. Assisted in managing all test schedules and resource needs. Ensured training compliance for 22 employees.

Responsible for capturing numerous data points on security equipment fielded in airport checkpoints and checked baggage locations throughout the United States. Performed data analysis on data that was captured in the field. Conducted audit on security background checks of airport security screeners which was used to help federalize airport screeners, now known as Transportation Security Officer’s (TSO).
