Lead teams implementing policies and programs to decarbonize the District's energy and transportation systems equitably, including Solar for All, the District's Transportation Electrification Roadmap, the Clean Energy DC plan, and regulatory work before the DC Public Service Commission.

Administer the Solar for All program and support the District’s transportation electrification efforts.

Strategic Advisement - Manage a variety of special projects on behalf of the Assistant Director for Resources and Planning, including scoping, planning, development and policy implementation. Budget Management - Responsible for development of the annual $600 million directorate budget, which covers clean air, clean water, soils management, cattle grazing, wild horses and burros, wildlife and fish habitat, cultural resources, tribal consultation, public planning for all agency activities, invasive species management, forests and plants, hazardous materials management and abandoned mine remediation. Business Process Improvements - Streamline and improve processes such as leading an effort to improve the employee on-boarding process, and provide excellent customer service to help the Directorate implement effective policy solutions to a host of complex environmental and natural resources challenges. Personal Development - Completed competitive one-year BLM “Emerging Leaders” leadership development program, gaining key skills and becoming a more well-rounded leader.

Personnel Management - Supervised a staff of eight environmental professionals, which had developed a toxic work culture prior to my arrival. Addressed and resolved several serious employee performance and conduct issues, which helped get several priority projects back on track.Issue Resolution - Ensured the closure of an outstanding Department of Interior Office of Inspector General audit finding on Class V Wells (pit toilets) by encouraging staff to work collaboratively with other program offices to make the necessary updates to our database which tracks Class V Wells. Program Delivery - Secured approval of a new framework for the Colorado River Basin’s Salinity Control program, which helps prevent millions of dollars of damage to downstream water users from the impacts of salt.

Program Performance Monitoring - Regularly produced analyses of spending and performance information with each of the BLM States’ Planning programs, which motivated one historically underperforming state to significantly improve its performance, leading to much greater return on investment for their land use planning activities. Process Implementation - Led team that completed public protest resolution, a process to resolve deficiencies alleged by the public with the Agency’s decision-making process for the project, of several utility-scale solar energy projects, which is the penultimate step in the agency’s approval of such projects. Integrated Project Delivery - Helped lead interagency team, which identified best practices, and developed the first guidance on how to conduct Environmental Justice analyses within the National Environmental Policy Act process. Program Evaluation - Analyze and evaluate operational issues identified through reports, quality reviews and assessments to determine causes and develop solutions. Served as the youngest member of select teams sent to conduct internal management and program evaluations of the Wyoming BLM organization, BLM Alaska’s NEPA program, the Vernal Field Office in Utah, and various programs in the Vale District in Oregon. Strategic Advisement - Produced reports, which clearly and concisely identified core organizational or programmatic problems along with implementable recommendations for addressing them.

Personnel Management - Supervised BLM’s Geospatial and GIS, Socio-economic, and Collaborative Action and Dispute Resolution programs and staff. Led recruitment effort to fill key socio-economic staff role. Funding Development - Ensured programs secured funding for their highest priorities by collaborating with other Directorate managers.

Program Development - Led development of innovative “focal area” approach to managing Sage-Grouse habitat, identifying where BLM would focus limited resources to benefit the Greater Sage-Grouse. This approach was eventually adopted across the other sage grouse planning areas. Effort included the development and implementation of processes, protocols, and an overall approach to conserving habitat.Project Management - As acting project manager, ensured that the Environmental Impact Statement (EIS) and plan amendment for Sage-Grouse covering the eastside of Oregon got back on schedule.

Policy Development - Led a team that worked with Sen. Hirono’s staff in writing S. 2784 The STEM Opportunities Act, which aims to expand opportunities for underrepresented groups in science and technology, and ensured that several provisions of it were included in S. 3084 The American Innovation and Competitiveness Act, as well as in the report accompanying S. 2837 the Commerce, Justice, Science and Related Agencies Appropriations Act, 2017.Stakeholder Engagement - Organized and fielded discussion questions at the National Clean Energy Summit 8.0 on the future of clean energy. Legislation Development – Contributed to the following pieces of legislation:o S. 1436 or H.R. 2733 the Nevada Native Nations Land Act o S. 2821 True LEADership Act of 2016 o S. 3068 Department of the Interior, Environment, and Related Agencies Appropriations Act, 2017 Personnel Management - Supervised four junior staff members in the office by providing opportunities to get involved in developing legislation, and advice on how to go about the legislative process. Performance Recognition - Asked by Senator’s office to stay for an additional year beyond the normal one year fellowship because of good performance.

Budget Management - Made sure that the federal budget for Research and Development met the White House’s target level. Following the release of the budget, interviewed staff and reviewed documents to see how the R&D budget process could be improved, and wrote a report identifying 18 separate recommendations for addressing issues encountered during the process, many of which were then implemented after my detail was complete. Stakeholder Engagement - NASA Space Technology – Worked with OSTP and NASA on improving private sector engagement in a laser communications program and pushed NASA to design a useful and affordable project for its satellite servicing program.

Led the development of the PTA, BLM’s internal budget, for FY2012. This involved developing and implementing multiple reforms as part of a team to streamline the process and ensure the PTA’s timely completion. Received award for successfully leading the development and implementation of these reforms.Wrote the introduction and executive summary to the BLM’s FY2012 Budget Justifications, which succinctly summarizes the impacts of BLM’s various programs to the overall mission of the BLM.

Analysis and Recommendations - Completed analysis that correctly showed that despite skepticism within the agency, the BLM would be able to meet the President’s goal of approving 10,000 megawatts of renewable energy projects on public lands during his first term. Budget Management - Helped design funding strategies and programs to effectively address the challenges of climate adaptation, improve landscape-scale monitoring capabilities, and restore landscape health in priority areas.
