Chief of Enlisted Matters and key advisor to the Squadron's Commander. Oversees a $2M budget and the training and employment of 400+ in preparation for would wide construction in support of combatant commanders on the front line in the fight against terrorism. Effectively guides strategic budget planning and between $15M to $36M in horizontal and vertical construction projects annually.

820Th Red Horse

Effectively directed 200 heavy equipment operators with the 820th RED HORSE Squadron. Responsible for a $1M annual construction and training program for 17 Active Duty, Reserve and National Guard. Under his direct guidance Tom was responsible for a $39.5M heavy equipment fleet to include an Asphalt and Concrete Batch plats. His training section trained over 350 students a year in Demolition operations, Quarry ops, Concrete and asphalt Batch plant operations and concrete paving operations in preparation for deployment construction.

Aviano Ab

Manage 1300 base facilities at Aviano AB Italy. Effectively directed 267 mil and civil workers to compleat facility maintenance. Oversees a $15M operating budget to insure facility maintenance and grounds maintenance and oversees service contacts to complete refuge and cleaning of said facilities. Directed and oversaw PL 1 asset security through stringent lightning protection and backup power production measures.

Aviano Ab Italy

Directed structural maintenance and repair of 1300 facilities to include a 10K foot runway and supporting taxiways and hardened aircraft facilities. Prioritized over 2K work request annually while maintaining an operating budget of $1.5M. Ensured grounds maintenance and Snow removal was completed on 4 geographically separated areas covering over 10 square miles.

Spangdahlem, Rhineland-Palatinate, Germany

Directed 65 employees to accomplish Airfield Maintenance, Grounds Maintenance, road and security fence repairs. Ensured a Foreign Object Debris free Airfield to support 3 Fighter squadron's 12,000 flight hours a year. While directing base grounds maintenance to ensure over 12 square miles of improved and unimproved grass trees and landscaping met stringent FAA standards to reduce Bird Strikes to Aircraft. Ensured over 5 months of snow and ice removal on base streets and airfield to ensure safe flying and driving conditions.

Spangdahlem, Rhineland-Palatinate, Germany

Oversaw 2 separate Indefinite Delivery - Indefinite Quantity contracts for new Flexible and Ridged pavement construction & repair and a Fencing contract for new installation and repair. Responsible for $3.5M dollars in new construction in a 17 month period. Completed cost estimating to insure each project fit within contract guidelines. Ensure construction met the highest standards. Guaranteed cost estimates were correct and initiated payments to contractors. Project Planner for over 200 in-house work orders with approximately a value of $5K to $15K each. Completed detailed planning of multiple craft work orders and created Bill of Materials for programmed work. Directed material acquisition and delivery of all planned work.
