Second time serving as Program Manager supporting the Army Strong Bonds Program (previously May 2011 - December 2013). Oversaw $100M contract providing logistical support for an Event Planning Company supporting the Department of the Army Chaplain Corps Strong Bonds Program. Helped build the company to # 23 and # 2 ranking on the Inc., 500 list for 2012/2013 respectively. Redesigned the company’s organizational concept as they morphed from 5 to 50+ employees as a result of the Strong Bonds Program contract. • Hired majority of 25-30 personnel needed to provide best support for up to 3000 annual events, ensuring stability and continuity to the Unit Ministry Teams while reducing labor expenses by $50K annually; supervised and set priorities for 4 teams of seven personnel each.• Served as NCI’s on-the-ground lead for seven week long Strong Bonds Instructor Training Events held across the United States and Germany; allowed customer and trainers to focus on the training event instead of logistical requirements.• Personally reviewed, validated and signed contracts for 95% of the NCI contracted events; ensured events remained within allocated budget and met or beat per diem requirements.

Held various staff level and leadership positions culminating as a principal adviser to the Director of the Human Resources Directorate, at the highest Army level, on all matters regarding human resource policy for over 800,000 personnel including policies and programs governing Army retention, readiness, promotion and selection boards and separations, and medical retention for Reserve Components; coached and mentored a staff of 32 senior military and civilian personnel. • Provide oversight of daily operations; set priorities, distribute work and monitor efforts to ensure timely completion in support of organizational goals.• Routinely brief senior military leaders on complex human resource issues including recommended solutions that comply with statutory and regulatory guidelines.• Briefed congressional staff members on the principles, concepts and practices of Army policies and programs• Developed and implemented policies and programs to mitigate the stress on the force, increase readiness and provide stability and predictability to soldiers and families.As a Lieutenant Colonel:Served as the Chief, Strategic Communications Division on a program redesigning the Army's Human Resource system. Responsible for the management of Strategic Communications, Change Management, and Training Development for the Army’s designated future human resources system. Supervised, coached and mentored a staff of 30 senior military, civilian, and contractor personnel. Served as the Commander of a Personnel Services Battalion, a 300+ person organization, consisting of four multifunctional Human Resources Detachments and one Postal Company; responsible for planning, resourcing, prioritizing, and executing direct personnel services and postal support to over 29,000 Soldiers, Sailors, Airmen, Marines, Civilians, and Contractors geographically dispersed throughout five military communities in Germany and Italy and across area of operations in Afghanistan.
