As Senior Legal Counsel for a multibillion-dollar defense program, I review up to 500 actions annually, in addition to drafting and negotiating high-profile agreements with foreign nations and global entities, such as NATO, the United Nations, and the EU. I also advise the DoD on international agreements policy, review and author legislative proposals, and draft directives and instructions.Simultaneously, I serve as Principal International Legal Counsel for the F-35 Joint Strike Fighter Program, along with Principal DoD Legal Counsel for international IP, international tax, export control, and classified information associated with DoD programs.**HIGHLIGHTS**➺ Recognized as a global tax authority and international agreements expert within the DoD, including throughout the US, worldwide, and among US inter-agencies and partners.➺ Negotiated a complex, groundbreaking global cooperative agreement for the US-UN Acquisition and Cross-Servicing Agreement (ACSA) and for US-Japan ACSA as Lead Negotiator/Legal Counsel, earning an award from the Under Secretary of Defense for Policy.➺ Enabled the DoD to enter cooperative R&D arrangements with the Netherlands on an expedited basis after negotiating the Netherlands Chapeau Agreement (a first-of-its-kind deal since the 1980s, and the first with a non-commonwealth country).➺ Negotiated the resolution of Dependable Undertaking language for use in multi- and biliteral agreements among 6 key defense partners, allowing the DoD to contract on behalf of another country’s Ministry of Defense while protecting the US from incurring associated costs/payment.➺ Played a major role in enacting the high-priority India Communications Compatibility and Security Agreement (COMCASA), with support from OSD Policy and the Department of State.➺ Acted as Lead Negotiator and Counsel for US-Japanese Chapeau Agreement and Exchange Agreements.

**Nonconsecutive tenure due to military deployments**In 2009, I was hired to develop and grow a new commercial transaction/litigation law practice for Stampone, D’Angelo & DiPiero, a small, but well-established firm. As Lead Counsel, I represented clients in transactions and litigations in US tax, state, and federal courts. My scope of responsibility encompassed preparing and negotiating commercial transactions, in addition to corporate and tax agreements. I also prepared transaction documents, including buy-sell, non-disclosure, real estate transaction, IP, and shareholder agreements. I also served as an Attorney for two additional firms: Frank, Rosen, Snyder & Moss LLP and Powell, Trachtman, Logan, Carrle, Bowman & Lombardo. My duties were similar, including negotiating multimillion-dollar commercial transaction, corporate, and tax agreements while representing individual and commercial clients.**HIGHLIGHTS**➺ Launched and expanded commercial transaction and litigation function, securing clients via bar association referral program, in addition to networking and providing lectures as a transaction and litigation subject matter expert.➺ Participated in multilateral litigation in the US Court of Appeals, Third Circuit, which is currently published opinion (Young v. Dubow, 411 Fed. Appx. 456).➺ Reversed clients’ claims denied by Veterans Administration/US Department of Veterans Affairs after developing a practice to represent individuals requiring benefits. Earned a certification to legally represent clients before the VA.➺ Represented homeowners and litigated several foreclosure cases against creditor banks.➺ Represented a multibillion-dollar trust company as Counsel while advising clients on commercial transactions, taxation matters, and complex estate/trust planning.
