During my 30 years with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) of the U.S. Department of Justice (DOJ), I grew from a “rookie” law enforcement special agent to a senior law enforcement executive, engaging my experience as a United States Marine. I am proud of the work in which I have been involved, achieved chiefly by building excellent teams, working with and through my teams, and learning to be a mentor and coach…..as well as a manager and leader. I discovered that I had innate abilities in listening to and communicating with my colleagues at all levels, and that involving others in decision-making was a better way to go than shouldering all of that responsibility myself. At ATF I was offered opportunities to build task forces and working groups to discuss and resolve complex issues in the name of law enforcement and to work productively with these groups – comprised of diverse individuals from differing organizations – to craft resolutions to extraordinarily difficult problems.

ChiefAtf National Academy Nov 2006 - Jan 2008Glynco, GaExercised full management authority over three branches. The Academy delivers basic and advanced training for ATF's primary mission employees (e.g. special agents, industry operations investigators and intelligence research specialists) as well as specialized training for our local, state and international law enforcement and industry partners. The training supports ATF strategies for preventing terrorism, reducing violent crime and protecting the public. Formulated/executed a $6.2 million budget. Used cost modeling in formulating annual budgets. Regularly reviewed training curriculum with a keen eye on continuous process improvement; such reviews led to the Academy becoming more efficient and effective and new employees becoming better trained. Served as lead ATF representative at the Federal Law Enforcement Training Center (FLETC) which houses 63 other law enforcement organizations. Directed/overaw training, providing necessary skills and knowledge that new agents need to successfully perform the job of an ATF criminal investigator.

Led investigative team that targeted individuals (1) involved in arson-for-profit schemes, (2) selling and dealing in explosives without a license, and (3) criminally misusing explosives. With the tragic events of 9-11 occurring during this time, the group spent the following several months investigating suspicious fires that had occurred at Muslim-owned businesses.
