Became Acting ATF Director in April, 2015, following retirement of B. Todd Jones

Selected ATF Deputy Director to ensure proper leadership and oversight while executing ATF mission. Led agency (5,100 employees, $1.2 billion annual budget) charged with enforcing laws and regulations related to firearms/explosives/arson/alcohol/tobacco trafficking. Supervise 9 executives (directorates): Field Operations (FO), Enforcement Program and Services (EPS), Office of Strategic Intelligence and Information (OSII), Office of Management (OM), Office of Professional Responsibility and Security Operations (OPRSO), Office of Science and Technology (OST), Human Resources and Professional Development (HRPD), Public and Governmental Affairs (PGA), and Chief Counsel (CC). Within Director's Office, supervise 4 senior managers charged with oversight of: Equal Employment Opportunity (EEO), Office of Strategic Management (OST), Professional Review Board (PRB), and Bureau Deciding Official (BDO). Significant results during Deputy Director tenure: Drove development/promotion/introduction of new policies/procedures to enhance administration of sensitive undercover investigations, addressing risk management and enhancing public safety. Directed promulgation of “Frontline", intelligence-led, risk-based business model for executing ATF mission effectively/efficiently.   Directed establishment of criteria to trigger more national oversight for sensitive or high-risk investigations.  In 12/2011, established Field Agent Advisory Panel comprised of senior special agents not engaged in supervision whose goal was to enhance communication from agents knowledgeable in work at hand who were actually doing the work. Agent recommendations from these agents came closer to the mark,made a stronger impact on the policies/processes affecting the work.

Managed all functions/programs including budget administration; employee and information security matters; continuity of operations; human capital, training and continuing education initiatives; and property, and facilities throughout New Mexico and Arizona.  Exercised executive responsibility: Planned, directed, implemented and evaluated a comprehensive law enforcement and regulatory strategy. Managed all administrative and programs matters, including budget formulations, allocations of manpower, material resources and technological solutions. Lead ATF representative to other federal/state/local/international law enforcement organizations, industry groups, Congressional staff, political and community groups, the media and the public.

Lead ATF representative to other federal/state/local/international law enforcement organizations, industry groups, Congressional staff, political and community groups, the media and the public.

Exercised full management authority over three branches. The Academy delivers basic and advanced training for ATF's primary mission employees (e.g. special agents, industry operations investigators and intelligence research specialists) as well as specialized training for our local, state and international law enforcement and industry partners. The training supports ATF strategies for preventing terrorism, reducing violent crime and protecting the public. Formulated/executed a $6.2 million budget. Used cost modeling in formulating annual budgets. Regularly reviewed training curriculum with a keen eye on continuous process improvement; such reviews led to the Academy becoming more efficient and effective and new employees becoming better trained. Served as lead ATF representative at the Federal Law Enforcement Training Center (FLETC) which houses 63 other law enforcement organizations. Directed/overaw training, providing necessary skills and knowledge that new agents need to successfully perform the job of an ATF criminal investigator.

Supervised six law enforcement supervisors in Detroit. Oversaw all ATF criminal investigations in metro Detroit. Division focus was on collaborating with local, state, and federal law enforcement partners to reduce violent crime. Reviewed hundreds of tactical operational plans for undercover deals and the service of search and arrest warrants. Administrator for sensitive undercover funds and approving authority for registration of confidential informants. On-scene commander and incident commander for numerous high-risk operations. Overriding focus was always on safety and protecting the public.

Supervised 10 agents in Detroit. Led investigative team that targeted individuals (1) involved in arson-for-profit schemes, (2) selling and dealing in explosives without a license, and (3) criminally misusing explosives. With the tragic events of 9-11 occurring during this time, the group spent the following several months investigating suspicious fires that had occurred at Muslim-owned businesses.

Conducted administrative office reviews to ensure field divisions were in compliance with ATF policy and procedures. Executed external interviews with our law enforcement partners to ensure there were no performance or relationship issues with our local management teams. Conducted sensitive internal investigations regarding employee misconduct.

Supervised 10 agents and 4 LAPD task force officers whose mission was to identify/investigate/arrest those primarily responsible for firearms violence and firearms trafficking in South Central Los Angeles. Oversaw complex investigations targeting armed narcotics-trafficking organizations primarily responsible for much of the street violence. At that time, supervised some unprecedented investigative techniques to bring some elusive violent offenders to justice.

Facilitated the criminal intelligence cycle (planning & direction, collection, processing, analysis & production, and dissemination) for the Phoenix Field Division. Actively worked investigations against violent street gangs and anti-government groups. Investigated members of a major metropolitan police department for violating a firearms importation ban.

Investigated murder-for-hire teams responsible for many of the narcotic-related homicides in Detroit. Utilized complex investigative techniques to bring these investigations to fruition. Served as member of the Special Response Team, tasked with serving high-risk search and arrest warrants and covering high-risk undercover operations.
