In support of the Joint Contracting Command-Iraq Regional Contracting Center Tallil, serves as an acquisition and contracting expert performing pre- and post award contracting support, and analysis of complex problems in terms of acquisition management and contracting solutions that afford maximum effectiveness in relation to cost or risk. Performs reviews to determine, and recommend to client, most effective course of action. Participates in various review processes to verify that results are correct. Researches contract files, prepares correspondence, updates tracking database. Interfaces with Contracting office, Administrative contracting office, program office to determine status of various contracting actions and facilitates responses required to award contracts, orders, and agreements. Provides additional functional support on contracting and acquisition projects. Additional compensation permitted for intensive work environment in Iraq.

As the Contract Administrator, Task Order 151, US Mission Iraq, responsible for all contractual actions and issues under the US Army’s Logistics Civil Augmentation Program contract. Advised to the Project Manager and Functional Area Managers and was in charge of organizing and managing contract administration documentation on the numerous administrative change letters under the task order worth in excess of $240 million annually. Directly interfaced with the Administrative Contracting Officer (ACO) for DCMA Iraq responsible for all contractual issues and concerns ranging from day to do operations to subcontract consent. Work involved varied duties encompassing different and at times unrelated processes and methods spanning the full range of contract administration activities which include gathering, organizing, and analyzing data to reveal trends and common problems that must be addressed and either make recommendations or take action to resolve the variety of problems that arise.

Performed as contract administrator for three performance based service contracts valued at over $1 million annually. Was responsible for all contract administration functions from pre-award to close out of delivery orders and contracts. Deployed in support of Operation Iraqi Freedom as a Contingency Contracting Officer for Balad AB. Executed over 120 contract actions for supplies, service and construction in 90 days, total value over $3 million. Was responsible for the training and professional development of one airman for two years giving on the job training, and performance evaluation.

Performed duties as a contract administrator for construction contracts and delivery orders from the installations Simplified Acquisition of Base Engineer Requirements (SABER) contract for a total of $3.5 million. Was responsible for all contract administration functions from pre-award to close out of delivery orders and contracts to include assisting with negotiations and defining requirements. Was assistant agency program coordinator for the government wide purchase card program training and providing oversight to over 1,200 cardholders and approving officials spending over $30 million annually.
