Technical Officer (Vehicle Emissions)
CurrentThe Vehicle Emissions partnership is Scottish Government funded and covers West Lothian, East Lothian, Midlothian and Falkirk with the objective of improving air quality by reducing vehicle emissions. This is done by raising awareness of air quality issues and getting all drivers to switch off whenever possible and to ensure their vehicle does not produce excessive emissions. Other areas of responsibility include;Implementation strategy for education and enforcement relating to exhaust emissions, vehicle maintenance and driving habits.Conducting other pollution related activities and enforcement duties.Liaising with and assist partner authorities in similar implementation activities. Liaison with the Police and other agencies to undertake potential programs of roadside testing and / or issue of fixed penalty notices.Devising and delivering appropriate educational and advertising materials for public information on exhaust emissions, vehicle maintenance and driving habits.Working with other services of the council, partner authorities and other agencies, such as the police and the vehicle inspectorate, to bring about the best possible understanding of vehicle pollution issues.Set up non-roadside testing sites and carry out free non-penalty vehicle exhaust emission testing. Set up roadside testing sites and carry out fixed penalty vehicle exhaust emission testing. Enforce the provisions of various pollution related legislation including the service of fixed penalty notices.Make enforcement decisions to ensure public health, safety and welfare.Producing letters and reports in order to assist and ensure compliance with environmental protection legislationProduce reports as necessary for internal, external and Scottish Government audiencesWorkload planning and prioritisation of tasks.Provide information and guidance to the general public and local businesses relating to exhaust emissions, vehicle maintenance and driving habits.
