Serves as advisor and subject matter expert to the Office of the Secretary of Defense led agency for container management critical and complex systems. Possess in-depth knowledge of rules, regulations and procedures for movement of government property both in CONUS and OCONUS. Analyzes and evaluates joint operational concepts for the joint receipt, staging, onward movement and integration of DOD intermodal distribution platforms in support of contingency operations. Determine feasibility in the operational arena to optimize the use of the Defense Transportation System across the range of military operations. Provides technical assistance to military installations and activities. Establishes specific transportation plans for individual teams while resolving transportation management programs for all services. Develops cost saving courses of action to facilitate new concepts in transportation management and pilot programs while ensuring agreements in support of cost/billing management and ocean carrier detention billing is in compliance with SDDC contracts. Facilitates and optimizes carrying cargo via land and sea using the Defense Transportation System.Develops goals and objectives that integrate and synchronizes organization and interagency efforts across the full spectrum of operations. Expresses program concepts orally and in written form; prepares reports and briefs flag and general officer leadership.Responsible for eliminating or reducing significant bottlenecks and barriers to productivity while promoting team building and improving business practices. Responsible for creating container management training provided by Global Container Management and established container management web base training for soldiers prior to deployment.
