During 2014 we grew our EA and Technology Office organization and developed an expanded team to add additional services to BCBS LA. The new teams created allowed us to tackle larger problems of technology management, innovation, an expanded partnership with strategic sourcing and better roadmapping.

During 2011 I established a new shared services integration team that is positioned now to take on data warehousing in 2012. I also established the EA governance process and ARB, developing roadmaps, selection processes and am championing the process of developing a baseline BRM.

Estimated savings of $4.5M annually while boosting customer satisfaction & moving from an unstable environment. 2010 Strategic Technology Re-Alignment saving $3.4M annually in software expense. Conducted analysis of Microsoft strategy and contracts resulting in $1.2M annually in savings. Supported SharePoint team replacing first generation intranet, creating webparts & best practices. Designed, coded, populated and socialized the Enterprise Technology Roadmap to IS and Procurement. Established procedures for management of technology and sun setting redundant or outdated products resulting in hard dollar savings. Populated and developed a Common Tools matrix and taxonomy for the merger of two of the largest health care payers in the US leading to identification of $20M in synergy savings.

Managed and implemented Intranet, Internet and external Internet customer access, along with WAN and LAN technology. Responsible for evaluation and planning of new technology enterprise wide. Responsible for the management of the telecommunications network, outsourcing or reengineering of services and functions as needed;. Implementation planning and execution for software and platform rollouts to the enterprise, across the US. Coordinated and managed enterprise security and security infrastructure.Key Results: Coordinated transition to new corporate headquarters and Implemented MS Exchange enterprise wide. Served on the M&A team to transition BAMA Foods to a Welch’s brand. Plant floor automation transition, implemented fill control with significant savings, network and communications implementation, application systems transition planning and implementation.

Managed the enterprise personal computing and business intelligence function, worked with staff to plan and execute corporate-wide activities, which included: responsible for all budgeting and administrative tasks. Led selections and approved hardware and directed software purchases nationwide. Leadership for enterprise staff including all personnel functions.Key Results: Established strong capital planning and vendor management process that resulted in year to year savings of 15 to 20%. Created the first information operational reporting solutions which allowed the company for the first time to track sales against forecast by product, producing plant and market resulting in better sales management and increased profit.

Ripley, Ny

Responsible for town's financial and logistical operations, for chairing Town Board meetings, drafting and introducing local legislation, and providing community leadership in a wide variety of activities. Developed an innovative water treatment plant alternative that saved the Town $1.2M and earned the town part of the first National Environmental Quality Award. Wrote and was awarded numerous federal and state grants, Financed and refinanced community capital debt for savings of 1.8 million.

Responsibilities included the selection and supervision of professional staff; administration of federal grants; design and implementation of several large data bases; the design and programming for a micro-graphic mapping, graphics and statistical analysis package; statistical evaluations of city programs and trends; and the writing and editing of numerous policy analysis products.

Conducted econometric and statistical research evaluating the impacts of various federal programs as mandated by Congress. Completed research proposed, designed, develop and implemented an in-house DBMS system which cut user costs by 4.5 million dollars and reduced the time to produce reports for congressional inquiries from 6 weeks to 24 hours.
