At Fresh Coast Development Partners, Tom oversees a team which develops public/private partnerships with both public and private colleges, universities and municipal governments as well as the develops of large and complex projects. Fresh Coast provides a comprehensive program in which Fresh Coast will acquire, develop, design, construct, finance, own, operate and leaseback projects to colleges and municipal governments. The use of public private partnerships creates many benefits for the university, including, a reduced overall project cost, shortened project schedule, private sector financing eliminates or reduces the need for public financing, the ownership structure reduces many risks for the university and perhaps, most importantly, college administrators spend less time on non-academic matters. The comprehensive menu of services provided by Fresh Coast eliminates many of the coordination expenses and lost time associated with the use of numerous different professions and services utilized in a typical project. Tom has significant experience in complex project development in the mixed-use, multifamily, medical, office, hospitality, retail and industrial sectors. Tom has worked extensively with institutional and non-institutional providers of debt and equity as well as bond financing, new markets tax credits, historical and low-income tax credits, EB-5 funding, energy tax credits, HUD 108 loans, TIFs, TIDs, and more. While practicing law, Tom was a partner in the Real Estate Group at Godfrey & Kahn, S.C. and he led the Real Estate Financing Group. Tom was licensed to practice law in Illinois and Wisconsin, but Tom placed his licenses in inactive status when he left the practice of law. During his career as a lawyer, Tom was rated AV Preeminent by his peers. Tom has significant experience in negotiating and drafting purchase agreements, leases, operating agreements, easement agreements, SNDAs, loan documents, construction documents and other typical real estate documents. Even after leaving the practice of law, Tom continued to draft these documents for entities in which he was a particpant. During his career, Tom founded and operated a real estate development company which specialized in urban redevelopment. Most recently, Tom was Vice President of Development and Construction at a medium sized real estate development company in the mid-west and Managing Director of a real estate development company which was an affiliate of large general contractor.
