The Project is a Public/Private Partnership for a major petroleum sector infrastructure expansion that receives strong support from the Egyptian government as an import substitution project providing diesel and other high demand distilled products to the Cairo market, as well as significantly contributing to Egypt’s economic goals for increasing direct foreign investment and jobs. Construction commenced in April 2014 and Commercial Operations is scheduled for 2017.The Project achieved Financial Close in June 2012 with a $2.6B financing package (Japanese Bank for International Cooperation, Korean Export-Import Bank, European Investment Bank and African Development Bank). The $1.1B in equity included participation by IFC and the DEG (German) and FMO (Dutch) development finance institutions. The Project has been recognized as Greenfield Winner of Africa Investors Oil and Gas Deal of the Year, Euromoney’s MEA Project Finance Deal of the Year, IFLR Middle East and Africa Project Finance Deal of the Year and Middle East and Africa PFI Petrochemical Deal of the Year.As CEO, led the development of an extensive Environmental and Social Impact Assessment (ESIA) to meet the stringent social and environmental requirements of the debt financing and equity stakeholders necessary to support building a major petroleum infrastructure project in an urban environment with more than 1 million people within a 2km radius.
