Thomas F Carr & Associates was incorporated in 1990, around the professional practice of Tom Carr, who was primarily a "Court Investigator"; appointed by District and Juvenile Courts in the Commonwealth of Massachusetts, pursuant to M.G.L. Chapter 119 Sections 21 & 24, to "independently" and "impartially" investigate child abuse and neglect cases brought before the Court. The corporate organization also included provisions for offering education and consultation to other professionals in the field, as well as arranging "supervised visitation" for children with their siblings and non-custodial parents, a long time interest of Carr’s. The corporation, as reflected in it’s Articles of Incorporation, also intended to commit itself to "do any other work related to the welfare of children in the Commonwealth and before the Court". We maintain this commitment; "to Michael, Eric, Aaron, and the other children in the Commonwealth who learned about violence, drug abuse, abandonment, sexual assault, despair and death, before they ever got a chance to learn anything about life".

The Pastoral Response Assistance Team, Inc. coordinates a multidisciplinary team of professionals, independent, but not in opposition to the institutional Church, to provide support, consultation and staff development, crisis intervention, educational programs, methods and materials for anyone regardless of religion, race, color, sexual preference to; individuals, victims/survivors, families, groups, dioceses, individual congregations / parishes, and educational and religious institutions faced with allegations of sexual abuse by a member of the clergy or other authority figure. The Pastoral Response Assistance Team, Inc. fills "gaps" that exist in the provision of services to any individual or Church, school, or other religious institutional community where allegations of sexual abuse have been made. We will assist in the development of "teams", in any diocese, parish, and any educational or religious institutional setting faced with allegations of sexual abuse by a staff member. We will aid in the development of methods and materials specific to those settings, and in the implementation of existing policies, by providing models and by facilitating communication within the parish, and including the alleged victims, and the diocese. The Pastoral Response Assistance Team, Inc. promotes an open, honest discussion of the issue of sexual abuse in a Church setting among all those affected; "to heal wounds, to unite what has fallen apart, and to bring home those who have lost their way" (St. Francis of Assisi).
