Formulated legal policy and its execution, and legal representation; legal initiatives; interpretation and litigation of US and District constitutional, civil, criminal, labor law; international law and treaty agreements; trial defense; and provided expert legal advice in multiple areas of law. Served as an attorney and advisor for acquisition and fiscal law to the United States Property and Fiscal Officer (USP&FO) and Agency advisors. Advised contracting officers as well as reviewed contracts, procurement actions and real property matters involving Federal and District funds and reviewed appropriate titling and claim initiation or resolution actions. Presented general training and legal briefs. Served as the primary resource for commanders, assisted with interpretation of regulations, advised and counseled on investigations, and compliance with ethical standards. Advised boards and investigations, reviewed separation actions, and provided general legal advice. Assisted generally in implementing and administering the Command's or organization's ethics program and provided ethics advice to DoD employees in accordance with the Ethics Regulation. Advised and assisted on issues of acceptance of gifts and gratuities; business visitors such as product demonstrations and capabilities briefings; ethics training; participation in or dealings with private and professional associations; review of public and confidential financial disclosure reports and resolved conflicts of interests; post-Government employment restrictions; and use of Government resources and time. Made factual determinations and rendered decisions on matters falling under the Ethical Rules. Presented required annual face-to-face ethics training to all Agency personnel and ethics briefings as assigned to Agency employees; and, Published Agency wide law and ethics alerts for full-time and drilling Guard members on new developments in government ethics and on topical matters, e.g., election activities.

I retired from the Army National Guard after 26 years of service.

Deputized as Legal Advisor (LEGAD) in his absence and was responsible for advising the Commander and Headquarters staff elements on all international legal matters, in particular the Law of Armed Conflict, Humanitarian Law, the interpretation and application of international treaties and customary International Law and the law applicable to Peace Support Operations. Responsible for the Claims Office. There was a special focus on legal matters regarding civil military cooperation. Provided legal advice regarding NATO contracting and fiscal law matters. Served as the expert on legal questions regarding the law of his nation. Presented required annual face-to-face ethics training to the KFOR Chief of Staff and ethics briefings. When required, stood-in for the LEGAD who coordinated all matters regarding all Legal Officers and NCOs in Theatre. Responsible for the administration and manning of all legal offices and for the quality and timeliness of advice provided by the international legal staff and performs other duties as directed. I volunteered to present a Continuing Legal Education (CLE) Program for US attorneys residing at Camp Bondsteel, Kosovo, to ensure that all attorneys deployed there could meet CLE licensure requirements. The CLE courses on FOIA, Health Insurance Portability and Accountability Act (HIPPA) and the Privacy Act were approved by the Bar of Iowa.

Provided Legal Advice on Military Commissions, Habeas Corpus cases and Intelligence Law as they might affect JTF-GTMO; interface with Habeas and Commission Attorneys who traveled to GTMO. Administrative Law Department Head in the Department of Defense’s largest forward-deployed legal office, provided daily administrative law guidance and ethical advice to leadership and personnel. Specifically, provided legal advice ensuring conformity with court orders regarding evidence preservation; addressed 35 Freedom of Information Act (FOIA) requests; reviewed 67 administrative investigations; supervised legal assistance to 235 Joint Task Force personnel; drafted and reviewed 57 policies and procedures; presented annual ethics training; and provided 57 ethics advisements. Additional duties included: preparation of documents pertaining to Habeas litigation, and other administrative correspondence generated from the Office of the Staff Judge Advocate, JTF-GTMO; providing legal support and advice for intelligence gathering operations conducted by JTF-GTMO; and other associated duties as assigned by the Staff Judge Advocate.I volunteered to present a Continuing Legal Education (CLE) Program for military and civilian attorneys residing at Camp America and at the United States Naval Station Guantanamo Bay, Cuba. I was an Instructor for the CLE Courses with the approval of the course contents by the State Bars of California, Colorado, Indiana, Illinois, Kentucky, New Jersey, North Carolina, Oregon, Pennsylvania, Texas, Virginia and West Virginia.

Received complaints of prohibited personnel practices, including reprisal for “whistle blowing,” as defined by § 2302(b) of Title 5 of the United States Code, and analyzed all allegations of prohibited personnel practices as well as allegations of other activities prohibited by civil service law, rule or regulation. Interviewed the complainant requesting OSC action to clearly ascertain the nature and basis of each allegation. Conducted further inquiry to the extent necessary to determine whether the allegation warranted additional investigation. Participated in a demonstration project established by the Veterans Benefits Improvement Act of 2004 (VBIA) at the OSC to receive and to investigate certain Federal sector Uniformed Services Employment and Reemployment Act (USERRA) claims and Federal sector USERRA claims containing related prohibited personnel practice allegations over which OSC has jurisdiction. Presented USERRA training to more than 250 federal employees at a national conference held in Texas. Served as a Freedom of Information Act (FOIA) Officer, Special Project at US OSC (September 2004 to June 2005) and eliminated a backlog of more than 150 FOIA requests.

Drafted Memoranda of Agreement and Understanding with Federal and local law enforcement agencies. Researched and drafted policy memoranda. Prepared and presented required Counter-drug semi-annual refresher training on Doctrine, Intelligence Oversight, and Standards of Conduct and Ethics. Prepared Standard Operating Procedures and insured regulatory compliance of the program. Appointed a Special Assistant US Attorney’s Office, Washington, DC, May to November 2000: Served in Gang Prosecution Section and assisted in the preparation of U.S. v. Vincent Hill, et al., a RICO prosecution of ten members of a drug gang charged with 28 murders.

Assisted in the production and preparation of discovery documents in successful civil litigation prosecution of commercial trans-shipping violations.

Appeared at the Superior Court of the District of Columbia in trials, initial hearings, arraignments, fugitive from justice proceedings, lineups, bond reviews, pleas, arguments, motions and sentence hearings. Served as court appointed defense counsel in approximately 170 felony and misdemeanor cases. Represented civil defendant in personal injury tort claim. Drafted wills and articles of incorporation. Conducted client and witness interviews, criminal record checks, and crime or arrest scene investigations.
