Managed successful development of RGB laser based 2000 lumen 4k projector while meeting schedule, cost, and quality requirements. Managed all formal customer witnessed testing activities for HMS program. HMS is a large (> 100 engineers) multi-year program developing a set of software defined radios capable of interoperating with multiple DoD military legacy waveforms. Duties included budgeting and directing a team of about 12 engineers representing multi disciplines including Systems, Software, EMI/EMC, Mechanical, Hardware, and RF. The team developed Test Plans, Procedures, and Test Reports and conducted tests to verify system requirements were met while striving to meet schedule, cost, and quality goals.

Managed engineering project team of about eight engineers to accomplish contractual project scope while meeting schedule, cost, and quality goals. KG-189 is a military grade encryptor for SONET communications networks. This effort involved updating previously delivered encryption equipment to replace components that had reached their end of life. Also included providing monthly status presentations/reports to both customer and General Dynamics executive management teams.• Developed such a great relationship with customer that contract was awarded sole-source.• Customer Management team was extremely pleased with the project execution and gave the team award fee scores that were always in the mid 90s.• Contracted work was accomplished for less than full contract value.

Managed engineering project teams developing proposals including Management, Technical, and Cost volumes in response to DoD RFPs. Oversight of proposal development activities, participation in strategic planning sessions framing technical and cost approaches, tracking/managing progress to a proposal development schedule and budget, ensuring compliance of delivered proposals with all stated RFP compliance requirements, and reporting progress to Executive Management .• Received an engineering award for proposal development efforts.• Approaches, knowledge, and experience gained over time were leveraged in subsequent proposal efforts to help lower development costs.

Technical leadership over the specification, design, and implementation of a software application to support the mapping of crime incidents and locations and reporting tools for tactical, strategic, and administrative crime analysis functions for the Pasadena (CA) Police Department.• Software application met all design objectives for the product to be developed and was well received by the Pasadena Police Department customer.• Software application architecture was leveraged for other applications being developed.

Managed overall program execution of Network Security Managers (NSM) program reporting directly to Division Manager. The program employed over 100 software/systems engineers and three subcontractors for over four years to specify, define, implement, and deploy software systems to provide a Public Key Infrastructure (PKI) for the DOD’s Defense Messaging System (DMS) program. • Grew program's initial Contract Budget Baseline (CBB) from an initial value of $15m to over $60m by time I left program.• Customer satisfaction was so great that sole source add-ons were awarded extending the program for another 3-4 years.• Received a Letter of Commendation from National Security Agency in 1999 for my efforts as Program Manager on NSM.
