On Point was founded in 1996 to help improve the operating efficiency, payment accuracy and overall program integrity of State Workforce Agencies (SWA) that serve the Unemployment Insurance (UI) Industry. On Point’s product suite performs critical roles for the workforce agencies that administer state UI programs. Its products help adjudicate claims, prevent erroneous payments, detect fraud, recover overpayments and provide Business Intelligence for key decision-makers. Over the past 16 years, On Point has established itself as a leading software and solutions provider to the Unemployment Insurance sector by having a large number of active customer relationships, an impressive track record of successful, completed product implementations and a deep pool of subject matter expert and software engineering talent.

Served as UI IT Project Consultant. Provided advice and input on tasks identified in the CESER contract as they relate to technology development. Assisted with developing project management plans. Developed technical and business requirements for IT related projects. Worked with team leaders to help identify and respond to requests from state UI programs for advice and assistance for activities within the scope of the contract.

Applied the acquired comprehensive knowledge of operations, systems, infrastructure, and mission goals, leading the agency to provide best-of-breed state workforce services. Provided comprehensive, responsible, engaged administrative, business and technical leadership within the organization.  Responsible for Agency yearly budget of $160,000,000 (not including federal pass-through funds).  Successfully rehabilitated the agency’s historically troubled relationship with the Federal Department of Labor (DOL). Renewed ties to the DC Workforce Investment Council, with whose partnership DOES was able to certify an American Jobs Center (AJC) for the first time. Brought agency departments into alignment through a reorganization along business process through-lines and in accordance with state workforce agency (SWA) best practices. After almost a decade of churn, architected and initiated an agency modernization strategy which will ultimately put into place a comprehensive case management system to accomplish all DOES business processes. The document digitization milestone was achieved in FY13, and the combined unemployment insurance (UI) registration portal as well as the unemployment tax portal was realized in FY14.  Commenced an industry leading retooling of DOES workforce development systems to support more accurate assessment of customer needs and barriers in order to facilitate a path to lifelong reemployment.  Rejuvenated an agency plagued by historical deficiencies, reengaged staff, and brought an atmosphere of support and accountability. Reestablished a good working rapport with the Union members and leadership.

Developed and Executed Software Development Life Cycle (SDLC) standards and database architecture methodology. Supervised and managed the day-to-day activities of assigned software development and database team members ensuring that assigned application development and database projects are proceeding on schedule. Performed extensive business intelligence gathering and business analysis to provide optimal solutions to Agency initiatives and challenges.

Accountable and responsible for development, implementation and oversight of programs, material and human capital support to aid businesses in IT conversions and securing government contracts. Build and direct company's overall strategic direction and foster company's network and information infrastructures, Oracle and MySQL databases, and web and email server farms that allowed growth from a 2-man startup into one of the industry's leading B2G consulting firms with 20+ Team Members.Develops strategic plans identifying Information Technology applications to support business plans and create new strategic options. Envisioned and led development of systems, databases, application architecture, and hardware infrastructure that has served the company from initial rollout to the present day. Recruited, trained and directed 3 to 10 member teams of developers and programmers to meet each corporate goal. Re-aligned each team and team member upon goal completion. Established and directed a successful corporate and consumer ISP business group as well as a database consulting and commercial web design arm which produced web sites for Smith Sport Optics, Scott USA, Walrus Gear, Moss Tents, Armadillo by Walrus, and Carrera USA.Brokered a consulting engagement to produce an Internet based PR systemDesigned, coded, and deployed a custom Oracle-driven CRM geared towards increasing sales while minimizing lead cleansing and contention among sales personnel.Worked independently and with the Executive Team to prioritize and reduce costs across the organization without impacting performance, quality, or uptime. Renegotiated vendor contracts to minimize expenses. Administers and controls the information systems expense budget to contribute to a cost effective operation.

Trained and supervised all student assistants. Researched and developed new laboratory procedures and updated those methods currently in use. Required comprehensive knowledge of all aspects of the laboratory program, the inherent teaching goals, and the complex experiments required to support them.
