Over 25 years’ experience in Government Relations and former California elected official, providing government relations consulting services to clients that include legislative and regulatory advocacy, strategic guidance, communications, policy development, political and policy intelligence gathering and analysis, guidance on political contributions and political action committees, and representation on industry trade associations. Specializing in California, I provide clients with extensive legislative and regulatory contacts in the Governor’s Office, the California State Legislature, California Department of Insurance, and other state agencies. I also provide services to clients in Florida, Nebraska, and Texas.

Mr. Mays served as Vice President of Government Relations, Pacific Life Insurance for 25 years. He directed the government relations program for Pacific Life and its subsidiaries, managing a variety of life insurance and investment-related issues at the state level. He worked closely with the President and CEO and division heads on issues impacting the company in all 50 states. His responsibilities included strategy development and management, developing company policy positions, legislative and regulatory advocacy and communications, managing company contract lobbyists, representing the company on state and national trade associations, administration of state political contributions and federal political action committee, managing internal communications, and various special projects. He was also responsible for monitoring international regulatory issues impacting the insurance industry. During his time at Pacific Life, Tom formed and worked in several industry coalitions on a variety of issues impacting the financial services industry.

Elected representative of the 58th Assembly District which included several cities between Huntington Beach and Long Beach and Catalina Island. • Served as Minority Whip and Secretary to the Republican Caucus.• Committees; Vice Chairman Revenue and Taxation; Insurance; Banking; Consumer Protection: and higher Education.• Authored over two dozen pieces of legislation that were signed by the Governor during his term in the State Assembly including banning offshore oil drilling in state waters, and as Minority Whip helped pass legislation to establish the California Environmental Protection Agency.

As Mayor, Tom led the city emergency response team during The American Trader Oil spill off the shores of Huntington Beach gaining local, state, and national recognition for his efforts. He received awards from the United States Coast Guard, state and local representatives, and business groups for his efforts during the crisis.During his time on the City Council, Tom and his fellow Councilmembers initiated one of the largest downtown redevelopment efforts in the city's history and rebuilt the city's pier that had been destroyed by a severe storm.
