Key projects:- Worked closely with project leader on development of major revenue integrity policy – tightening rules that govern how parties to sales of multiple assets with different tax treatments (e.g. sales of commercial property, businesses) allocate total purchase price between various assets for tax purposes. Closed gap in tax base estimated at NZ $70 million per year. Assessed evidence of problem, navigated private sector opposition, made policy trade-offs. - Contributed to design of a ‘permanent loss carry-back’ regime, allowing businesses with current year loss and prior year income to offset loss against income and receive refund of tax paid. Objective of assisting viable but vulnerable businesses. Researched other countries’ regimes, analysed economic benefits and implementation risks, wrote draft policy materials for consultation, engaged with budget constraints.- Led project to categorise and summarise public submissions to Tax Working Group; reported back to Group with quantitative and qualitative data about public opinion on New Zealand’s tax system.
