In 1947, the School of the Chimes was founded in Baltimore, Maryland serving five students with intellectual disabilities to help them achieve their fullest potential. This is the cornerstone and guiding spirit of the organization. Currently, Chimes provides services, supports and employment for over 20,000 people with disabilities.Currently oversees the development and implementation of several programs in Virginia, Maryland, Delaware, and Pennsylvania.

Tom founded the Positive Parenting organization in 1991 to assist parents in improving their parenting techniques and to promote the understanding that parenting is a deliberate skill. Director of Training and Evaluation for entire Volunteers of America Northern New Jersey Division. Trained all staff for mental health, corrections, and children's programs. Trained and supervised the program evaluation staff of approximately twenty-five human service programs and insured the organization met both Teaching Family Model and Boys Town of Omaha program standards for site certifications.

Newark, Nj

Directed fourteen children's programs to include group homes and independent living programs. Tom insured that all facilities met all licensing and site certification requirements. Supervised and trained over seventy staff in behavior modification techniques, policy and procedures, supervisory skills, as well as professionalism standards.
