Managed the statewide utility program an office consisting of an assistant utility administrator and a utility permitting specialist. Instructed and advised two district teams of 8 administrators and 8 engineers. Authored administrative rules, policies, procedures, and forms regarding utility accommodation and agreements. Served as FDOT’s chief liaison between FDOT and the utility industry, and as FDOT's expert witness on utility matters. Created procedures, design criteria, manuals, standard drawings, and training for highway construction. Analyzed roadside safety criteria, and performed quality assurance reviews to ensure implementation of best practices. Implemented Malcomb Baldrige Criteria in FDOT's offices statewide. Established core process maps and performance measures with feedback processes for continual improvement for all major functional areas. Wrote the first manual for the FDOT's "Partnering" program to establish working relationships between construction personnel and key contractor staff.

Performed quality assurance reviews to ensure highways in Citrus, Hernando, Hillsborough, Pasco, and Pinellas counties were being designed and constructed in accordance with state and federal requirements. Reviewed and provided recommendations for design exceptions where safety criteria could not be met. Overhauled the statewide review and approval process for design exceptions.

Managed the Maintenance Contracting Section consisting of 2 project engineers, 5 inspectors, and the Permitting Section consisting of 1 permit administrator and 1 engineering technician. Responsible for monitoring, scheduling, and evaluating work performed by in-house and contracted maintenance crews, and for maintaining the bridges and highways in Bay, Calhoun, and Gulf counties. Addressed concerns of employees, the public, contractors, utilities, maintenance crews, local businesses, and local government agencies. Trained maintenance personnel transitioning into contract inspector positions.

Managed an office consisting of 2 project engineers, 7 construction inspectors, 1 clerk, and 1 engineering technician. Responsible for 10-15 million construction dollars for bridge and highway construction in Bay, Holmes, Jackson, and Washington counties. Reviewed revised plans, approved supplemental agreements, and negotiated contractor claims and contractor performance issues.

After successfully completing the 2-year Junior trainee program, I was promoted into the 2-year Senior Trainee program where I specialized in Highway Construction and project management operating out of the Bonifay Construction Office. However, my previous experience with Bay County and Jim Stidham and Associates allowed me to successfully complete this program 4 months early to become the Assistant Resident Construction Engineer in the Bonifay Construction Office. licensed.

I initially joined the Department as a Professional Engineer Trainee. This program takes licenced Engineering-Interns from deparment to department with required testing in each. This opportunity allowed me to quickly grasp the inomity of the Department and how teach office coommunicates and works with each other to continually deliver billions of dollars of work projects.

Jim was the first person I worked for when I graduated from Florida State University. I performed environmental inspections of convience stores, tracked contaimination plummes from underground fuel tanks, and inspected construction of the City of Wassau's new water supply system.My greatest take aways from this job is how importatnt the bottom line is to small business and how to quickly adapt to new opportunities and the importance of accurate an though documentation. Also, there was a fatal crash that happend the night before my first day on the job. In addition to documentation, I learned how to effectively and respectfully communicate with greaving friends, irrate motorists, angry politicians and disheartened contractors.

This was my first job after obtaining my GED and a Drafting Certificate from Tom P. Haney Vocational School in Panama City Florida. In this position I learned the fundamentals of roadway geometry, hydraulics, hydrology and preparing highway design plans. Realizing Opportunities at my level of education were good but limited, I terminated in good standing with the county to attend college full time.
