Joining Jacobs/CH2M and seconded to Thames Tideway; Tom successfully lead all programme logistics aspects including the development and management of the team and their responsibilities, through to the point where the role could be successfully wound down and responsibilities passed to an Integration Manager inline with the resource profile.Tom oversaw the management and control of technical support contracts; and for reporting against delivery and cost plans, and had overall management of project wide logistics performance reporting, both internally and externally.As the project lead for stakeholder management in relation to all road and marine activities, including strategic Relevant Authority and overall Stakeholder Manager for TfL, Tom maximised the benefit to the Alliance working groups on Logistics through the management of team review of contractor’s submissions for the road and river logistics.Including DCO Schedule 3 Submissions, Management Plans, Navigational Risk Assessments and other Work Instruction deliverables.Other responsibilities included; Chairing the Strategic Traffic Liaison Group and ensuring that area traffic meetings are being held in accordance with the CoCP. Integration Manager for Heathrow's construction portfolio worth circa £3.4bn.Key Responsibilities:• Provide HAL Project Teams and DI's with a single point of contact within the Heathrow Logistics Integration Division (HLI). • Capture all requirements, (forecasts and operational) assess and respond with clear guidance.• Overall management of delivery of services contained within the relevant agreements/Scopes.• Ensuring customer and client satisfaction.• Client Relationship Management.• Advise DI’s on statutory, regulatory and lease obligations, on the means of meeting those obligations and the costs and risk associated with non-compliance.• Management of the delivery of HLI services within the scope of the WPEP’s and related agreements, and that thresholds for spend against approved spend was monitored and reported formally to Projects and the Client.• Assurance of NCE processes. • Service provision review.• Preparation of budget options and business cases to support change and investment requirements.• Monitoring of budgets & preparing changes to budgets with appropriate business cases.

Secondment to AWE from Wilson James.Key Responsibilities:• Involved in the introduction and adoption of Delivery Coordination process. Including planning the infrastructure to support this activity.• Development of a Code of Construction Practice.• Ensure of compliance of approved Freight Routes.• Nurture support of the Construction Enclave concept.
