Conducting analysis and collaborating with Subject Matter Experts for the Navy's Sailor 2025 effort to improve and modernize training systems to effectively develop the force of tomorrow. Perform Front End Analysis (FEA) as well as Media and Fidelity Analysis (M/FA) and provide recommendations for instructional strategies and media for content modernization.

-Managed all administrative and policy implementation for the department organization structure to include, but not limited to, the following: personnel recognition awards, personnel periodic evaluations, personnel security, re-enlistment bonuses, career advancements, assignments, career opportunities, and morale and welfare for 28 Chief Petty Officers and 261 Sailors. -Directly responsible for all active enlisted manning levels in the Department. Consistently communicated with Enlisted Community Managers, Detailers, and Placement Coordinators to increase manning levels and fill 37 vacancies. Efforts led to the increase of departmental manpower levels from 81 percent to 96 percent, ensuring the department maintained a high state of operational readiness prior to major combat deployment. -Directed 140 Personnel in the timely completion of the rehabilitation of 47 aviation maintenance spaces and three enlisted berthing spaces during the 2016 Planned Incremental Availability. -Coordinated with embarked airwing consisting of nine squadrons and 1,550 Personnel to ensure all required maintenance, space and berthing needs provided by the Aircraft Intermediate Maintenance Department were maximized. -Oversaw the daily upkeep of 182 shipboard spaces and the weekly preventative and corrective maintenance actions associated with the Maintenance and Material Management System/Damage Control programs. -Tracked, scheduled and maintained the technical training for 289 Aviation Technicians. Efforts ensured Technicians received proper training and qualifications; increasing departmental repair capabilities and readiness.

-Served as Rating Manager Leading Chief Petty Officer for Center for Naval Aviation Technical Training (CNATT) assigned to the N7 Training Directorate. -Planned, organized, and directed the administrative functions of 10 Chiefs responsible for maintaining the Learning Continuum, professional development, certifications, and qualifications for 19 aviation ratings, 225 Navy Enlisted Classifications, and 88 Military Occupational Specialties. -CNATT’S Technical Point of Contact for ongoing ATI/ATO/AE curriculum reviews, implementation, evaluation, and maintenance. Review courses, and support requirements to include personnel, equipment, facilities and other resources. -Collaborate with Subject Matter Experts (SMEs) daily to compile, review, revise, edit, and critique training documents to include, Training Project Plans (TPPs), Training Course Control Documents (TCCDs), Equipment Resource List (ERL), Equipment Shortage List (ESL), Computer Aided Instruction (CAI), and determine if the curriculum adequately meets Naval Aviation technical requirements and provides the knowledge and skills necessary. -Maintained open communication with training activities, fleet units, technical managers, and, other organizations as required to support improvements and identify weaknesses in teaching practices/equipment, preclude course duplication, and foster standardization. -Reviewed and analyzed Training Project Plans (TPPs) for manpower accuracy to ensure efficient manpower distribution. Utilizing Naval Education and Training Command (NETC) Instructor Computations (ICOMP), developed and analyzed ICOMP for ATI/ATO and AE training courses to ensure an accurate assessment of manpower requirements.

-Led the daily production efforts of 278 Sailors maintaining 54 workcenters and associated aviation equipment. Oversaw all scheduled and unscheduled maintenance actions on aircraft support equipment and ground support equipment within the department. -Collaborated with Senior Leadership on all manpower shortfalls and actively communicated with Naval Air Forces, Enlisted Community Managers, Detailers, and Placement Coordinators to ensure AIMD manpower requirements were met. -Screened Aeronautical Equipment Service Records (AESR), Scheduled Removal Component (SRC) Cards, Equipment History Record (EHR) Cards. Planned, prioritized, and executed the repair of over 10,000 Aviation component repairs during assigned duties onboard the USS Carl Vision. -Utilized the Visual Information Display System/Maintenance Action Form (VIDS/MAF), Buffer Management Tool (BMT), equipment maintenance requirement cards, and associated publications and instructions to manage the daily maintenance actions in the department. -Provided training to Sailors in the use of test equipment, schematic reading, and troubleshooting procedures ensuring minimal equipment downtime. -Scheduled and oversaw the rehabilitation of 700 support equipment items and the removal and replacement of seven Consolidated Automated Support System (CASS) test benches. Efforts ensured all needed equipment was in place to ensure a smooth installation/verification process. -Coordinated the overall habitability effort across the Aircraft Intermediate Maintenance Department (AIMD). Led a team of 207 Personnel in the overhaul of 57 shipboard spaces to include painting, tiling lagging, and installation of lockers and racks in three 95-personnel sleeping quarters. -Coordinated the utilization and rehabilitation of 131 ship compartments with shipyard Contractors ensuring a smooth transition during ships Planned Incremental Availability.

-Supervised 13 Quality Assurance Representatives in the completion of audits and monitors of the Naval Aviation Maintenance Program (NAMP) for 72 workcenters. -Organized three safety stand-downs for over 620 Sailors. Coordinated with outside organizations to provide lectures on the effects of alcohol, recreational safety, reckless driving, sexual assault, and Operational Risk Management (ORM). Training provided reduced overall command incidents by 51 percent over previous year. -Lead a five member Aviation Maintenance Management Team (AMMT) in the pre-inspection of Fleet Readiness Center PAX River. Efforts identified nine dysfunctional programs and insured corrective action well ahead of the scheduled inspection. -Provided direction, guidance and technical expertise leading to the improvement of maintenance practices and organization for 53 Sailors in support of 1,038 ground support assets. -Individual Augmentation (IA) Manager for Avionics Division. Coordinated the IA assignments and distribution concerning deployments in support of the Global War on Terror, which resulted in 100 percent mission effectiveness and zero loss of man-days for the Army in the Navy supported augmentation. -Oversaw the completion of over 1,000 maintenance actions per month to ensure each process was performed in compliance with the Naval Aviation Maintenance Program. Directed 7 Chiefs and 238 Technicians in the repair of 4,417 aeronautical components.

-Led a team of 203 maintainers to the pinnacle of operational effectiveness. Nominated for the Association of Naval Aviation Award. -Directed a technical workforce of 351 Sailors and Marines in a fast-paced operational environment with daily interface to support nine squadrons. Met all requirements of an unusually high maintenance demand including over 11,000 component repairs during Operations Iraqi Freedom and Enduring Freedom. -Managed and directed 12 Quality Assurance Representatives in the restructuring of eight Naval Aviation Management Program Areas. -Coordinated and led 24 Officers and Chiefs in the preliminary audits of 47 Quality Assurance programs, in preparation for AIMD's Aviation Maintenance Management Team Inspection. -Developed damage control training packages as the Damage Control Training Team Leader. Scenarios developed were used during weekly General Quarters and Mini Conflagration Drills to train the Sailor and Marines in the skills necessary to save and repair the ship in the event of actual battle damage. -Developed training materials as the Enlisted Aviation Warfare Specialist (EAWS) Coordinator and conducted classroom training for 859 Sailors. Scheduled and chaired 79 EAWS boards resulting in 329 qualifications. -Developed and provided Aviation Electronics Technician training lectures, counseling, and guidance to 48 personnel increasing the advancement rate of Aviation Electronics Technicians by 51 percent. -Led a team of 61 technicians in the upkeep and repair of 12 critical test stations, achieving a 97 percent mission readiness upon completion of a 14 month Extended Dry-Docking Selected Restricted Availability (EDSRA).

-Utilized instructional design knowledge to analyze, design develop, implement, and sustain learning content and delivery systems. Led to the incorporation of 178 changes to the RADCOM curriculum ensuring technical accuracy. -Course Curriculum Model Manager for five courses. Led the Test Evaluation and Verification (TEV) conversion to change 670 enabling objectives and 902 test questions. Supervised a complete course rewrite ensuring that current and accurate information was provided to fleet returning Sailors. -Directed the completion of five Formal Course Reviews, incorporation of Test Evaluation and Verification in three courses and over 2,500 technical and informational curriculum changes ensuring currency and accuracy. -Utilized the Naval Education Training Manual 130 series to develop learning objectives to enhance personal and professional development of fleet sailors. Ensured that the applicable learning behaviors were used to enhance the training environment. -Validated course material with current fleet requirements to ensure up-to-date training occurs and is within the Naval Education and Training Command guidelines. -Provided over 50 hours of classroom training on instructional methodology and curriculum development to 60 instructors enrolled in the Master Training Specialist (MTS) Program. Conducted MTS oral boards for 24 staff members ensuring their knowledge level met the requirements of the program.
