Program Manager for the Veteran Benefit Management System for Rating (VBMS-R) application development efforts. Continuing the development and maintenance of the VBMS-R application. The application is a JEE solution using open source and licensed products such as Oracle Weblogic Server, Oracle, Spring, Hibernate, jQuery, IBM WODM (formerly ILOG jRules), and ThunderHead. The system integrates with other VBMS applications through defined web services. In the program manager role I was responsible for 30+ staff and contractors for the project. Project Manager for the Clinical Information Support System and Occupational Health Record-keeping System (CISS-OHRS) application development efforts. Built a web based portal that allows for the integration of business applications within a portal framework. The first business application or "partner system" is the OHRS application for tracking medical records of the staff. The applications are a JEE solution using open source and licensed products such as Oracle Weblogic Portal, MS SQL Server, Spring, Hibernate, Adobe Flex, jBoss DROOLS, jBPM, Jasper Reports, Quartz, and more. CISS-OHRS was an early adopter of agile scrum methodologies withing the VA, proving its viability within the environment, and recommended its broader use within the VA.Development Manager for the Enrollment System Redesign (ESR) project at the VA, which is used to determine benefits eligibility. The application is a JEE solution using open source and licensed products such as Oracle Weblogic Server, Oracle Database, Spring, Hibernate, Struts, ILOG jRules, BizFlow, Jasper Reports, Quartz, and more. Development Manger on the Defense Medical Logistics Standard Support (DMLSS) program. Coordinated the efforts of multiple contract companies to deliver multiple releases of the DMLSS application. Provided technical leadership in the conversion of the application from an Informix database to an Oracle Database.

Development Manager for Compliance Matching program at VATAX. Developed application to match state tax records to other data sources to determine levels of compliance for selecting audit candidates. Integrated Trillium Software System for matching, geocoding.Technical Lead for the development of the withholding tax system. The application was built using PowerBuilder and Oracle Database.Lead Developer for the development of CORE Foundation Software. CORE is a cobol and assembler application framework for developing other business applications. Initially developed for IBM Mainframes and CICS transactional systems, using VSAM, DATACOM, ADABAS, IMS, and DB2 data repositories. I led the conversion of this application to a PC version using MicroFocus COBOL.
