First director of 2,000-person wing focused on human systems research, aerospace medicine education, and human performance consultation. Led planning and execution of major realignment enabling closure of two installations and transfer of 900 positions from TX and AZ to Wright-Patterson. Managed requirements for multiple military construction projects, totaling nearly 1M sq ft and valued over $440M. Sustained annual output of 5,000 military students and 1.2M laboratory tests throughout transition. AFRL official responsible for safety and compliance of human-use research programs. Led joint DOD human systems and medical research collaboration. Source selection authority for multiple award professional services contract valued at $100M.

Led major command contracting function of 3,100 professionals located at 15 Air Force installations responsible for $44B annual weapon systems acquisition and sustainment. Led purchasing and supply chain transformation for weapon systems spare parts and repairs. Transformed installation procurement through strategic sourcing methodologies. Implemented electronic government purchase card reforms increasing on-line procurement and leveraging of $3B annual spend. Led command and control systems acquisition contracting function of 480 professionals located at six different Air Force installations responsible for $3B annual procurement. Developed contracting policies and processes, warranted Contracting Officers, and approved all contract awards valued over $10M.

Competition and commercial item advocate, acquisition strategy and source selection advisor to commanders and program executive officers. Led cost and price analysis team for $12B public-private competition for aircraft engine depot maintenance workload to support congressionally-directed closure of Kelly AFB TX.

Directed staff responsible for development of contract price and financing negotiation objectives. Assessed sufficiency and reasonableness of final contract price agreements. Developed contract pricing and financing analytical guides and tools. Developed and delivered training to contract specialists and program managers.

Led 4-person team responsible for review of proposed contract actions valued over $5M to validate compliance with regulation and policy. Advised Director of Contracting regarding requested contract approval. Developed comment review data system to track recurring issues and delivered training to increase contract quality.

Principal Contracting Officer for full scale development and low rate initial production of the E-8A and E-8C Joint STARS aircraft. Negotiated award and modification of 5 major systems contracts valued at over $2.5B. Negotiated settlement of contentious $300M claim on fixed-price systems development contract and settled cost and schedule impacts related to Desert Storm combat deployment of developmental aircraft.
