Known for a servant's heart, Tom always works with others and is committed to improving the value and privacy of public programs. Tom S started his career by serving nearly ten years as an Air Traffic Controller in the USAF and earning several awards during his enlistment. For the past 20 years, Tom has developed a wide range of cyber and leadership talents and has used those skills in small and significant ways. Tom joined HHS in 2008 and served as the CISO in the Information Technology Office; in 2010, he was asked to lead an effort to build the cyber security program for the federally funded Marketplace, better known by the moniker Healthcare.gov. Over four years, he and his team worked across government to a large-scale program in the cloud long before FedRAMP and cloud-first initiatives had formed. The team overcame significant architecture, design, and integration challenges that required unifying security principles and testing that would be acceptable across federal agencies, DOD, state agencies, and vendor communities. In addition, Tom assembled a world-class Security Operating Center for the Marketplace. Based on this success, Tom was asked to replicate many of these achievements at the agency. This work occurred over the next decade, and in 2023, Tom focused on supporting the Office of Financial Management, which operates the engine of reimbursement payments for all CMS lines of business. Today, Tom is hyper-focused on Zero-Trust initiatives, predictive analysis, artificial intelligence, machine learning, and Robotic Process Automation. Tom has an M.S. in Health Informatics from the University of Illinois, Chicago, and a B.S. in IT and Project Management from Capella University.
