The HRTAC was established by Virginia General Assembly in 2014 to manage the Hampton Roads Transportation Fund revenues for Hampton Roads. The HRTAC is comprised of the chief elected officers of each of the 14 counties and cities embraced by the Commission, 3 state delegates and 2 state senators, and 4 nonvoting members. The Commission is responsible for determining how approximately $200 million per year in new regional money will be invested in transportation projects in Hampton Roads. Major projects recently approved by the HRTAC include the widening of I-64 from Newport News to Route 199 west of Williamsburg, a new Ft. Eustis interchange, a new I-64/I-264 interchange, I-64 Southside widening and High Rise Bridge, and an environmental study for the Hampton Roads Third-Crossing.

The Virginia Association of Planning District Commissions (VAPDC) is an organization comprised of the 21 Planning District Commissions/Regional Councils in Virginia. VAPDC works to bring diverse resources together at the regional level in partnership with local, state, and federal entities to strengthen regions and the Commonwealth. The purpose of the Association is to promote coordination and cooperation among the Commonwealth's Planning District Commissions/Regional Councils to heighten their effectiveness and efficiency; provide mutual assistance and the exchange of ideas; and otherwise promote understanding for how PDCs/RCs can help save their regions and the Commonwealth time and money. The Hampton Roads Transportation Planning Organization (HRTPO) is the body created by the Hampton Roads localities and appropriate state and federal agencies to perform the duties of an MPO under the federal regulations. Voting representation on the HRTPO Board includes elected officials from the Cities of Chesapeake, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, and Williamsburg, and the Counties of Gloucester, Isle of Wight, James City, and York; plus representatives from the Transportation District Commission of Hampton Roads (TDCHR), Williamsburg Area Transit Authority (WATA), and the Virginia Department of Transportation (VDOT). Non-voting board members include representatives from the Virginia Department of Rail and Public Transportation (DRPT), the Virginia Port Authority (VPA), the Virginia Department of Aviation (VDOA), the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and the Federal Aviation Administration (FAA). The HRTPO Board continually assesses its membership to account for emerging trends or shifts in the area of regional transportation and may add other stakeholders as deemed appropriate.The HRPDC provides staffing for the HRTPO to assist them in carrying out their responsibilities and to coordinate efforts with the Transportation District Commission of Hampton Roads (HRT), Williamsburg Area Transit Authority (WATA), and VDOT. The HRTPO's Transportation Technical Advisory Committee (TTAC) provides review and recommendations on all regional transportation planning efforts.

The Hampton Roads Military and Federal Facilities Alliance (HRMFFA) is an initiative of the Hampton Roads Mayors and Chairs Caucus. The Alliance was established to collectively focus area efforts on preserving and growing Federal capabilities within the Hampton Roads region. HRMFFA was incorporated within the Commonwealth of Virginia in March 2006 under the provisions of the Internal Revenue Code of 1986 as a tax exempt, not-for-profit corporation. The mission of HRMFFA is to attract, retain and grow military and federal facilities across the region for the common good and welfare of the residents of Hampton Roads. Through regional advocacy and influence, the Alliance acts to attract, retain and grow organizations, capabilities and investments owned, operated or funded by the Federal government.
