CurrentThe Bureau of Safety and Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.BSEE oversees oil spill planning and preparedness for U.S. facilities located in both state and federal waters seaward of the coastline that handle, store, or transport oil. This authority is granted through the Oil Pollution Act of 1990 and Executive Order 12777. All functions related to BSEE authorities in oil spill research, planning, preparedness and response are now handled through the National Oil Spill Program which is administered by the Oil Spill Preparedness Division (OSPD).OSPD is headquartered in Herndon, Virginia, with regional offices located in New Orleans, Louisiana; Camarillo, California; and Anchorage, Alaska.OSPD is responsible for carrying out BSEE authorities related to oil spill research, planning, preparedness, and response. Some of these functions include:Reviewing and approving oil spill response plans.Funding and dissemination of oil spill response research.Supporting the National Response Team, Regional Response Teams, Area Committees, and the Interagency Coordinating Committee on Oil Pollution Research (ICCOPR).Providing subject matter expertise to the Federal On-Scene Coordinator during oil spills from regulated offshore facilities.Engaging with the international community to improve oil spill planning, preparedness, and response.Conducting government initiated unannounced exercises.Verifying that spill response resources are at optimal performance levels.
