My specialty is seeing and solving large, complex electric transportation issues as well as other massive problems problems. I have worked on electric transportation issues since 1990 including being lead counsel in four CPUC electric transportation proceedings. I have worked on electrifying the I-710 expansion since 2006 and solving the worst air quality and green house gas issues in the nation. Other major projects include finding the art of the possible solutions and, where appropriate, negotiating future arrangements. I have directed Southern California Edison’s (SCE) successful negotiations with the California Fair Employment Commission and the Equal Employment Opportunity Commission (EEOC) regarding major fair employment litigation. In addition, I have directed the company’s internal defense team in the longest case in the history of the Federal Energy Regulatory Commission (FERC). I also directed the corporate defense team for SCE in two major federal antitrust proceedings with a combined damage request of $1.25 billion dollars. I received the highest award ever given by the company for the victories in these proceedings. I have directed the company’s defense in over 40 municipalization actions and four major electric transportation proceedings. I wrote and testified regarding the five pieces of successful competitive legislation in the State of California electric utility restructuring legislative proceeding. I helped sponsor changes to the property tax laws requiring a two-thirds vote of the legislature. I worked on the Port of Long Beach and the I-710 Freeway expansion negotiations. Finally, I wrote the General Rate Case (GRC) testimony for the SCE Local Public Affairs Department for five rate cases. I have dealt with major complex issues in the electric utility industry and have a proven track record of success.
