Manage planning and implementation of Health Net’s Community & Infrastructure Investment Program in Southern California.

Manage initiatives supporting L.A. Care’s largest strategic partner, LA County Department of Health Services (DHS). Administrate a $7 million Quality Improvement Program to strengthen managed care infrastructure, improve patient experience and streamline contract administration between L.A. Care and DHS. Key Contributions:1. Realigned provider contract between L.A. Care and DHS to reduce health care administrative costs. 2. Secured consultants, technology and other goods and services to help DHS improve its managed care capabilities. 3. Assisted DHS in its filing to obtain a restricted Knox-Keene license.

Managed L.A. Care initiatives with strategic partners, including the California Department of Health Care Services, LA County Department of Health Services, community clinics in Los Angeles, homeless services providers and Health Net. Participated in emerging policy discussions related to Affordable Care Act implementation and Medi-Cal Expansion. Key Contributions:1. Netted L.A. Care an additional 150,000 Medi-Cal Expansion members.2. Led the development and implementation of Medi-Cal demonstration in Los Angeles County to provide children with vision care services at school sites. 3. Co-chaired L.A. Care Coordinating Council on Homeless Health and secured access for L.A. Care to use the Homeless Management Information System.

Directed L.A. Care’s Communications Department to produce print and digital communications for internal staff and external audiences. Supervised corporate communications projects, including employee newsletter and content for L.A. Care’s intranet. Redesigned L.A. Care’s media strategy to proactively engage reporters.Key Contributions: 1. Led crisis communication strategy to address fallout from media story revealing executive compensation at L.A. Care and all public health plans in California. 2. Led communications strategy to commemorate L.A. Care’s 15th anniversary.

Represented L.A. Care as a Registered Lobbyist in Los Angeles County. Developed and managed relationships with key opinion leaders, especially the Los Angeles County Board of Supervisors. Trained and organized community members to meet with elected officials to advocate on L.A. Care issues. Researched and prepared high-level briefing materials for L.A. Care Leadership on local, statewide, and national health care issues. Served as speechwriter to L.A. Care CEO.Key Contributions:1. Saved L.A. Care over $1 million in negotiating favorable terms in a contract between L.A. Care and the LA County Department of Health Services to provide forensic evaluation services for abused children. 2. Led communications campaign with LA County Department of Health Services to transition seniors and people with disabilities into Medi-Cal Managed Care as required by 1115 waiver.3. Led strategy to raise L.A. Care’s profile as authority on health issues in Los Angeles County.

Managed relationships with reporters and secured positive media coverage for L.A. Care. Wrote press releases and produced copy about L.A. Care’s community health initiatives for opinion leader publications. Managed select high-visibility projects and served as speechwriter to L.A. Care CEO and L.A. Care Leadership. Key Contributions:1. Increased media mentions of L.A. Care from 65 times in 2006 to over 170 times by 2008. 2. Produced inaugural edition of L.A. Care’s Community Benefit Report, The Roots of Change.

Developed relationships with the media outlets, secured positive media coverage, produced written collateral for targeted L.A. Care audiences, and managed select startup projects. Maintained L.A. Care website. Served as speechwriter to L.A. Care CEO and L.A. Care Leadership.Key Contributions:1. Doubled media mentions of L.A. Care from 30 times 2005 to 65 times per year in 2006. 2. Secured full-spread story in La Opinion (February 23, 2006) about L.A. Care’s Healthy Kids program.

Founded the Advocacy Department for the American Lung Association of Los Angeles County. Organized and trained network of parents, doctors and children to testify on tobacco, asthma and air quality issues. Analyzed air quality policy issues and advised American Lung Association Leadership of potential opportunities and threats.
