Engages in lobbying, rulemaking, adjudication, and litigation to secure positive solar distributed generation policies in five United States jurisdictions. Also led international policy efforts in Mexico’s newly deregulated electric market.Successes include: opening new markets in Texas, shaping net metering policy in Louisiana and Mississippi, defeating adverse rate design proposals in Arizona and Tennessee, and reversing proposed rulemakings discriminating against solar customers in Arkansas.

Litigated issues related to energy, water & telecom in adjudication before the State Office of Administrative Hearings and the PUCT. Drafted pleadings and briefs related to: rate changes, CCNs, and formal complaints. Propounded and responded to various forms of discovery. Negotiated settlement agreements, drafted stipulations, and proposed orders.Managed rulemakings by drafting rules for publication and memoranda to Commissioners; presided over public hearings. Facilitated communications with PUCT Government & Media Relations staff, intervening parties, ERCOT, and the public.

Provided research, drafted literature, and participated in lobbying efforts on Capitol Hill and with the Administration related to the extension of the Wind Production Tax Credit, the 2012 FPL rate case, and proposed EPA rules.Wrote comprehensive federal government relations office operating procedures manual memorializing all aspects of office functions including: historical policy initiatives/interactions, communication protocols, & budget. Produced in-depth elections forecast and analysis of all 2012 congressional races with 83% accuracy.

Wrote legal memoranda on legal and legislative issues for an office of over fifty attorneys covering all aspects of the operation of a mid-sized, state capital city with a population of almost 1,000,000. Work product included legislative drafting, memoranda, and trial preparation on: transportation law, employment discrimination, economic development, environmental law, land use, constitutional law, ultra vires claims, contracts, damages, settlements, and attorney fees.

Conducted research and wrote memoranda for the legal counsel of the state’s general regulatory and licensing agency on issues including: statutory construction; license revocation and suspension; constitutional property interests of licensees; and restitution schemes for consumer-creditors under bankruptcy law.

Produced legal memoranda for staff attorneys of the state’s oil and gas conservation commission on: statutory authority to implement conservation programs for gas utilities; the applicability of attorney-client privilege and the attorney work product doctrine; and Due Process and Ex Parte issues related to contested case hearings.

Managed the operation of the elected official’s legislative office which represented more than 200,000 constituents and entities including Dell, Inc., the Electric Reliability Council of Texas, and six municipalities. Successfully directed four-person staff in development of office budget, legislative agenda, constituent services, media communications, and government relations. Duties included staffing the House State Affairs Committee, the Capitol Area Metropolitan Planning Organization, and providing logistical and legislative support on transportation, local government, energy, and public utilities policies.

Headed the constituent services program including complex casework and mass correspondence. Staffed the House Juvenile Justice and Family Issues Committee and monitored local transportation policy.
