Operations Officer/Acting Hub Director, Gs-15U.S. Department Of Housing And Urban Development Feb 1998 - Nov 2015Philadelphia, PaI served as the Operations Officer and Deputy Hub Director for the Philadelphia Multifamily Hub. In this capacity, I provided the Hub's four Program Centers (Philadelphia, Pittsburgh, Newark and Charleston) with administrative, technical, logistical and contracting support to enable them to perform their programmatic functions.In February 2015, I was appointed Acting Hub Director for the Philadelphia Multifamily Hub. At this critical and stressful time, I assisted in the implementation of the Transformation- a major restructuring of multifamily housing's field offices, involving Production (Breaking Ground) and Asset Management (Sustaining Our Investments). Locally, this involved the dissolution of the Philadelphia Hub and the relocation of its Production staff.I led the Philadelphia Hub Loan Committee in determining sound underwriting risks for multifamily FHA-insured loans in the states of PA, DE, NJ and WV.I was also a key management representative for the Continuity of Operations Plan (COOP) for the Philadelphia Regional Office. Representing Multifamily Housing, I had the responsibility to insure that essential functions could be performed in the event of an emergency, through relocation or devolution of work.I authored, edited and illustrated a monthly housing newsletter, Philadelphia Multifamily Hub News, for 25 years. This widely acclaimed publication served the Philadelphia Hub's multifamily staff and industry partners and, more recently, those of the Northeast Multifamily Regional Center.During my 44-year career, I was the recipient of numerous awards: Outstanding Performance Awards, Quality Step Increases, Special Act Awards, SPOT Awards, Time-Off Awards, AFGE Manager of the Year Award, DOD Patriotic Employer Award, Neighborhood Networks Special Appreciation Award, and Regional Administrator's Appreciation Certificate. As an ancillary function, I served as a fire marshal for the Wanamaker Building.

This initiative grew, exponentially, until the Philadelphia Hub was #1 in the nation with established NN Centers in its subsidized multifamily projects. In recognition of this accomplishment, I was the recipient of the Neighborhood Networks Special Appreciation Award.Promoted outstanding customer service and quality multifamily underwriting by representing the Philadelphia Multifamily HUD Office in the annual Eastern Lenders Association (ELA) conferences.

Chief Loan Management, Gs-13U.S. Department Of Housing And Urnan Development Apr 1988 - Jan 1992Philadelphia Area OfficeSupervised Loan Management Branch staff charged with the mortgage servicing of single family and multifamily HUD-insured, HUD-Held and HUD-owned housing in eastern PA and DE.In 1985, authored an in-depth, 97-page award-winning feasibility study for the procurement of an automated system to analyze HUD Forms 50059 and 50059A (Owner's Certification of Compliance with HUD's Tenant Eligibility and Rent Procedures) and Section 8 Monthly Rental Assistance Vouchers, HUD Forms 52670 and 52670A. The goal was to minimize the expenditure of Section 8 rental assistance funds by identifying errors and tenant fraud.In the late 1980s/early 1990s, assisted multifamily project owners in West Philadelphia combatting drug problems in and around their projects using the Wrice Process. The process, developed by Herman Wrice, a social activist (Mantua Against Drugs), and supported by Mayor Wilson Goode, was a direct intervention approach to neighborhood crime, in which street level drug dealers were confronted by concerned residents in their community. The movement was very successful and evolved from “Turn Around Mantua” to “Turn Around America.”

Loan Specialist, Gs- 09/11/12 (Team Leader)U.S. Department Of Housing And Urban Development Feb 1974 - Mar 1988Camden Area Office, Newark Area Office, Philadelphia Area OfficeServiced a portfolio of single family and multifamily HUD insured and HUD-Held loans in the Camden, Newark (Region II) and Philadelphia (Region III) HUD Area Offices. In 1976, implemented the single family home mortgage assignment program that resulted from Community Legal Services’ class action lawsuit, Ferrell vs. Pierce (Samuel B. Pierce, Secretary HUD). The consent decree incorporated a detailed plan for HUD to fulfill its obligation, under the National Housing Act, to provide foreclosure avoidance relief through the operation of a mortgage assignment program. This program allowed HUD to pay off the mortgage debt of a mortgagor in default, take assignment of the mortgage from the mortgagee, and then work out a payment plan or forbearance agreement with the mortgagor. In the Camden Area Office, my single family housing responsibilities also included the servicing of delinquent Title I Home Improvement Loans and Section 312 Rehabilitation Loans.Also, served as a Resource Specialist, on Region II's HUD Disaster Team. Participated in FEMA relief efforts for owners of 700 properties, in the lower tier of New York State, damaged or destroyed by Hurricane Eloise, in September 1975. In the Newark Area Office (Region II) and the Philadelphia Area Office (Region III), I serviced troubled multifamily projects. Also, in the Philadelphia Area Office, I was the key Loan Specialist for Section 201 Flexible Subsidy Grants and Loans, the resolution of IG Audit/Investigation Report recommendations, and the processing of complex transfers of physical assets (e.g., conveyance by installment sales contract, land contract, or wrap-around mortgage; dissolution of a partnership; or transfer of a beneficial interest in a passive trust that results in a change in control and management of the asset).
