Directs daily operations through a team of Building Officials and other direct reports. This position ensures increasing levels of client, customer, and employee satisfaction while improving efficiency of manpower, service, and technology. Responsible for activities in several key areas: Staffing, Customer Relations, Resource Management, Legal/Regulatory Compliance, Reporting, Financial Management, and Industry Representation. Daily plan, direct, or coordinate the operations of the company in these key areas for their assigned area.

Review proposed site plans and rezoning’s including a number of mixed-use, infill projects Make decisions and recommendations on behalf of the best interests of Highland.

Oversee and provide leadership to Building Division personnel and Community Development Department personnel with a staff of 12 professionals. Inspect and enforce building codes and ordinances, perform reviews for building permit issuance, issuance of certificates of occupancy, and handle most difficult and complex tasks involving code and ordinance interpretation and coordination. Maintain City’s floodplain management files, records, and documents which enable City’s eligibility to participate in the FEMA’s NFIP and Community Rating System (CRS).

Community Development Director / Building Official 2009 – 2013Charged with administration and enforcement of building and life safety codes on the built environment. Responsibilities include field inspections, plan reviews, permit services, and customer service areas of the Building/Inspection and Planning Divisions with a staff of 13 and a $2.1 million budget.
