Continued supporting Source Content Dissemination Services (SCDS) of the Foundation GEOINT (FG) Gateway modernizing the way NGA receives FG products, adds releasability disposition, and disseminates them. Task involved testing of process for products in AWS for sort of IV&V testing, make sure process handles product deliveries correctly. Supported moving the Foundation GEOINT production repository (Gateway) to a cloud environment, nesting the Discovery and Releasability (D&R) rules within a new Application Programming Interface (API) to significantly improve the adjudication time from weeks to minutes, automating transfer if product data to the higher domains to eliminate repetitive loading processes, automating product ingest to reduce process time and modernize, speed, and simplify dissemination services. set up ELK containers in Docker and configured for DMZ. Also worked through STIGs and made changes possible outside and recommendations for when installed internally. Utilized Amazon Web Services (AWS), Atlassian Solutions (JIRA, Confluence), CENTOS 8.2, Docker Products, Git/GitHub/GitLab, Iron Bank, MIRO, Nexus, Oracle VM VirtualBox, PostMan, PowerShell, Visual Studio Code, and STIGViewer. Also gathered and coordinated information (classification, metadata, rules, etc.) on each of the products being moved.

Supported cyber security operations through Security Information and Event Management (SIEM) support utilizing ArcSight Enterprise Security Manager (ESM) and Elastic Stack software. Produced parser files using Regex for various log entry formats for Smart Connectors. Co-authored Atlassian JIRA setup for team, tracking tickets pertaining to connectors, parsing of logs, etc. Utilized ArcSight Management Center, Enterprise Security Manager, and Management Console; Elastic’s Elasticsearch, Logstash, Kibana, etc.

Provided data protection solution engineering, integration, and implementation support services. Provided engineering support for a standardized data replication capability and integration of applications with the storage, replication, and network infrastructures. Established procedures that enable the seamless failover of applications and services between data centers. Established site and network specific implementation guidance and documentation that enable successful data protection solution integration. Provided testing and validation of alternate site failover capabilities to the level of assurance that the failover capability is functioning. Standardized the backup and recovery capability across the enterprise spanning all networks. Established an automated reporting mechanism to provide success or failure of full, interim backups on a daily and weekly basis. Utilized VMware vSphere 5, Citrix XenDesktop 7.6, Windows Server 2012 R2 SP1.

Mr. Willard performed primary or alternate systems and site administration duties in support of SDG infrastructure, including IBM Rational Suite, Atlassian Suite, Software Code Analysis (CAST) and HP Quality Management Suite and custom applications, including Process Director, SharePoint Program Management Environment, Data Drill, and GitHub support. He performed custom application life cycle management systems integration and software and database component development, as well as vulnerability resolution. He performed service desk functions, including customer support, account management, change and configuration management, user communications, and incident and problem management. He assisted with performance of technical evaluations, analyses of alternatives, and IT transition and migration planning, including Cloud computing migration planning. He maintained an IT service catalogue and prepares periodic performance and status reports. He supported the development, testing, release, and deployment of new software application releases, including Process Director and SharePoint PME. He contributed to RFIs and Proposal efforts that come up. Mr Willard developed security architectures, and engineering system specifications and conducted strategic planning and recommended implementation strategies. He also advised and assisted government on security and privacy policy, trusted product assessment, enterprise security engineering, secure systems management, penetration and exploitation, insider threat analysis and protection, cyber situation awareness, attack sensing and warning, secure wireless networking and mobile computing, secure operating systems, secure workstations, secure data management, secure web technology, and secure protocols, authentication. He managed 4 queues in BMC Remedy assigning team personnel to work issues in Atlassian tool suite (JIRA, Confluence, etc.), re-directing tickets to correct queues, monitoring with management boards, building Knowledge Articles, etc. and worked off of over 1000 tickets in backlog.

Mr. Willard provided support to National Geospatial-Intelligence Agency (NGA) in St. Louis as a Business Entity Manager (BEM) who supported Director of National Intelligence’s (DNI) tasker managing metadata for NGA assets (web services, applications, widgets and supporting endpoints, WSDLs, XSDs, XSLTs, etc.) built by the Support to Management and Resources for Technical Services (SMARTS) Task Order (TO) 6 / 34 Team. He also advised / assisted government in developing strategies to integrate capabilities of the Enterprise Registry and Repository (ER2) into NGA’s development processes which included discussions on network management planning and support of configuration management and/or engineering review boards thereby reducing duplication of work and expanding the capabilities of services being written thru better user stories (Oracle Enterprise Repository).

Mr. Willard provided support to the National Geospatial-Intelligence Agency (NGA) in St. Louis as a member of the Neurotechnology for Intelligence Analysts (NIA) program. NIA testing is designed to record brain signals in an operational environment and process the signals in real time to select images that need further review. He is overall responsible for all NIA testing of analysts in the Geospatial Intelligence Advancement Testbed (GIAT) on average two analysts for four hour periods per day. His duties include preparing the equipment for each analyst before each run, hooking them up (with skull caps and electrodes), training, providing assistance in resolving any technical issues, clean-up of equipment, preparing further images for analysis, and reporting of the results to the NIA team back at NGA CAMPUS EAST (NCE).

Mr. Willard provided support to the National Geospatial-Intelligence Agency (NGA) in St. Louis as Business Manager / Configuration Manager to Task Order 6 and 34 team (55+ contractors spread out across NGA some embedded within different organizations (P, I, E) all interfacing with government employees and other contractors across CONUS). He was responsible for providing overall management of CM; IV&V test management, Windows and UNIX system administration, and program management tasks which include working with NGA to develop their Agile process. As part of his functions for eGEOINT, he readily interfaced with management from other departments of NGA (EG, AJ, NTO/ITF, etc.). He submitted 84 web services to NGA’s SOA repository (ALER), and utilized (setup, coordinated, managed) DoD communication assets (DCO / IC-Connect Adobe Connect) in communication across the diversely located team (from coast to coast CONUS).

Mr. Willard provided support to the National Geospatial-Intelligence Agency (NGA) in St. Louis as a member of the SMARTS Task Order #34 team. He was responsible for Windows and Unix System Administration and associated documentation. Also responsible for generating project and resource schedules for DPDW database consolidation project.

Mr. Willard provided support to the National Geospatial-Intelligence Agency (NGA) in St. Louis as a member of the SMARTS Task Order #6 team. He was responsible for providing CM and IV&V test management support to the project under eGEOINT including development of plans, maintaining document versions, development of test procedures, performing testing, server configuration and testing, and coordination with Test IPTs and the NTO/ITF.

Mr. Willard provided support to the National Geospatial-Intelligence Agency (NGA) in St. Louis as a member of the GeoScout team. He was responsible for providing portal support to the JPO under the IT Solutions Office (EP) including security / disaster recovery paperwork (SSP, ITDR, etc.) to gain ATO, system administration support (SRR, SIRTS, etc scans), while portal was being developed and portal software development (PERL scripts).

Mr. Willard provided support to the National Geospatial-Intelligence Agency (NGA) in St. Louis as a member of the GeoScout team. He was responsible for providing support to the Desktop Engineering group (ASNE) on workstation imaging and software Infrastructure Service Requests (ISR). He also worked with Collaboration (ASP) where work was being done to establish Contractor connectivity via SIPRNet utilizing a Virtual Private Network (VPN). He was also providing web development support to update the current ASNE web site and generating an entirely new NGA Collaboration Working Group web site through the utilization of DreamWeaver MX.

Mr. Willard provided support to the National Imagery and Mapping Agency (NIMA) in St. Louis as a member of the Integration Test Facility team and was responsible for developing test plans, performing integration testing, and writing documentation of tests. His responsibilities included integration testing of multiple software suites on multiple platforms (Windows NT, Windows 2000, and Solaris 8). Additional duties included development of documentation of current test procedures and automating test procedures through the utilization of WinRunner.

Mr. Willard was responsible for planning and integrating UNIX and Windows NT/2000–based COTS packages on enterprise servers and workstations. Determines systems sizing and network requirements to support COTS packages. Provided technical support to IS and AT staff engineers in determining compatibility and impact of new software programs to existing enterprise software packages. Evaluated vendor proposals and determined systems impact to new and emerging software capabilities to current NIMA infrastructure. Lead web evaluator at NIMA for Section 508 compliance of the US Rehabilitation Act that provides for accessibility of systems to people with disabilities. Performed in-depth analysis for client of web sites to identify all source code changes and enhancements. Performed code modification on web-based software programs and documentation to certify them as Section 508 compliant.

Mr. Willard was responsible for development of technical plans for SAP related computer hardware, software, network, tools and related infrastructure areas. Coordinated SAP technology plans with project management and MSG management. Also assisted SAP project teams in preparing their technology plans and resolving specific issues. Included performing impact analysis of new technology on the SAP technical infrastructure, performing capacity planning analysis, coordinated implementation of new infrastructure components into the existing SAP environment.

Mr. Willard was responsible for modifications and enhancements to CRX, a tool under development in-house at Rose. He was also responsible for changes to on-line (Internet) company information accessed by clients and employees.

Mr. Willard was responsible for identifying information services beneficial to the USAF communications and information community. Responsibilities included incorporating ideas into a concept that comprehensively pulls together the results of AF testing, analysis, development, engineering and evaluations making them available to a host of users AF wide through a web-based service. Duties included conducting a review of potential customers, a survey of customer requirements, a concept definition, a cost/benefit analysis, and a risk analysis.

Mr. Willard was responsible for tailoring and performance of Y2K test plan for DITCO Client Server programs. Previous task included identification of dependencies between CSS development teams and development of an integrated master project schedule. Duties included development and dissemination of critical development standards/guidelines, analysis and documentation of performance issues for CSS client/server system, and assistance in design issues to incorporate object-oriented methodologies through a multi-tiered approach.

Mr. Willard was responsible for research, implementation, and incorporation of a local Internet service provider company in Swansea, Illinois. He was responsible for all technological aspects of the business, including routers, CSU/DSUs, modems, servers, and phone banks.

Mr. Willard was co-developer of Tech-Link, a program for automated diagnosis of an automobiles electronic system via the Internet. Tech-Link’s cabling fit between the car’s Electronic Control Module and wire harness and recorded the electronic traffic. It then transferred the data to the central office for evaluation and diagnosis with the end result being a list of pin failures, sorted by priority, for the mechanic to correct. Responsibilities included design, coding of communications algorithms and server. Work performed on Windows 95/NT systems utilizing Visual Basic 5.0 and Microsoft Access. Also performed bug fixes and add-ons to an inventory scanner program in both Visual C++ (on PC) and Borland C++ (on handheld unit).

Mr. Willard was assigned to a multi-company team participating in the evolution, execution, and management of Integrated Release Testing (IRT) of Medical Defense Product Review products. Work was performed on Windows NT network with applications built in Visual Basic/HTML/ASP utilizing an Informix SQL database running on a UNIX (HP-UX) platform. Additional duties included production of test scenarios and assistant Windows NT network administrator.

Mr. Willard was assigned to the Core Development Team (Business Systems Development) of the Maintenance Planning and Execution (MP&E) project with responsibility for analysis, design, coding, and testing of external interface programs and database access.

Mr. Willard was a senior analyst on System Support team under System Engineering responsible for the communication portion of Global Air Transportation Execution System (GATES), a program under the In-Transit Visibility Modernization (ITV-MOD) umbrella. Performed Object-Oriented (OO) analysis and preliminary design using the COAD 95 methodology. Engaged in reviews and technical interchange meetings with the functional users to ensure requirements and design were accurately captured. Assisted in the creation, modification, and review of documentation to ensure consistency and accuracy throughout the GATES project.

Mr. Willard was a team member whose duties included discussions on TRW’s Software Development Process, formulation of architecture for combined Eastern and Western Range Safety Analysis processes, and design of overall software architecture.

Mr. Willard was a TACT team member whose duties included re-configuration testing of COMMS and CASA processes; participation in system integration, data management, performance (profiling and tuning), and reliability testing. Provided Universal Network Architecture System (UNAS) support in the form of UNAS 3.4 installation, and changes to software architecture (SAS).

Mr. Willard was a staff engineer at St. Louis District Office responsible for developing and demonstrating the workings of UNAS in legacy system migration strategies. Duties included production of network architecture examples showing how UNAS could be used to aid in platform independence issues in the rehosting of various legacy systems. Also performed research and development of UNAS Ada / COBOL connectivity prototype showing extensive re-use of existing COBOL routines with the intent of enabling a stepwise migration for legacy system upgrades.

Mr. Willard was an engineer responsible for design and development of command and control (C2) algorithms. Lead engineer on integration, test, and debugging of sixty-six processes within a UNAS architecture over a Wide Area Network (WAN) consisting of 12 computers comprised of 3 different hardware platforms. Configuration manager for project involving 160 KLOC at 3 geographically diverse sites. Part-time system manager responsible for initial hardware and software installation. Operator/speaker for high profile demonstration to Pentagon/Government officials about evolutionary software process used in development cycle. Project involved extensive re-use of existing in-house software, and Off-The-Shelf software (both Commercial and Government) in a rapid prototype development. Object oriented analysis and design were used in development of both requirements and code in Ada/C. Development performed on Silicon Graphics Indigo 2 and Sun Sparc 10 computers with NCD terminals under the IRIS/POSIX operating environment. Development included extensive use of UNAS, GUI display builders (X-Window/MOTIF through use of TeleUSE/GoldCup tools), database manipulation (Sybase and RICC) and C2 algorithms.

Mr. Willard was an algorithm developer and member of integration and test team. Responsible for design, development, integration, and testing of real time C3 message processing routines. Project involved extensive re-use/modification of Ada software for rapid prototype development. Work performed on VAX/VMS and ported to Silicon Graphics Crimson under the IRIS/POSIX operating environment. Testing environment included extensive use of UNAS.

Mr. Willard was the manager for Peacekeeper and Minuteman III Detailed Accessibility programs. Responsible for requirements documents, design, development, qualification, delivery, and briefings. Project involved near real-time software modeling of MIRVed weapon systems. Extensive experience in trajectory dynamics, orbital mechanics, ballistic missile systems, and fratricide. Additional duties included IV&V, configuration management, software delivery, documentation/briefings, assistant system and security manager, and point of contact for project IBM PCs.

Mr. Willard was a lead engineer responsible for state-of-health of nine 30 M$ government satellites. Manned control console; analyzed telemetry data to determine status of vehicle; and performed command operations during anomalous conditions. Created and implemented anomaly resolution command plans. Created training class documentation for future NAVSTAR space vehicle engineers.

Mr. Willard was an engineer responsible for designing, coding, and testing of real-time satellite control system. Member of IV&V team on software deliveries from Space Division. Fine-tuned mission databases; tested new satellites and control software upon delivery; and managed batch testing environment on IBM mainframe.
