Commander of a jointly staffed Weapons of Mass Destruction-Civil Support Team responsible for the response to and mitigation of CBRN incidents and other natural or man-made disasters within Florida with a national response requirement. Responsible for the caring, training, readiness and accountability of 21 other Soldiers and Airmen as well as their families. Provides for the professional development of 6 other officers and 15 enlisted members. Conducts liaison with first responders, homeland security and emergency management officials at the local, state and federal levels. Establishes and maintains a high standard of conduct, physical fitness, and esprit de corps within the unit that fosters character development IAW Army values and manages an annual operating budget of 700,000.

Deputy Commander of a jointly staffed Weapons of Mass Destruction-Civil Support Team responsible for the response to and mitigation of Chemical, Biological, Radiological, and Nuclear incidents and other natural or man-made disasters within New York State with a national response requirement. Assisted the commander with operations, planning, maintenance, budget and tactical activities of the 2nd WMD-CST. Assisted and advised the commander in the development and implementation of operational doctrine and policy. Interfaced with the Army and Air National Guard Headquarters elements. Coordinated with first responders, homeland security and emergency management officials at the local, state, and federal levels. Supervised the activities of the officers and senior NCOs with respect to unit training, logistics, medical/analytical, survey and communications sections.

Commanded a small unit of sixteen Infantrymen in combat which was deployed to Southern Afghanistan and tasked with teaching, coaching, and mentoring over 600 Afghan National Police in Kandahar Province and later 900 Afghan Border Police in Helmand Province; responsible for mentoring Afghan leaders, staff and personnel in the areas of leadership, tactical combat operations, training, asset management, and basic police operations. • Conducted over 200 combat missions with Afghan National Police and Border Police• Awarded the Bronze Star Medal for exemplary performance and leadership in a combat environment

Worked as the Deputy Director/Plans and Operations Officer for the NYNG’s Homeland Security Directorate and then later in the Domestic Operations Directorate.• Coordinated the Joint Planning Group, focusing the agency’s emergency response/management planning efforts• Developed the NYNG Pandemic Influenza Response Plan; commended by NYS Department of Health Commissioner for involvement in the statewide planning efforts in early 2009• Wrote the NYNG’s plan for supporting the US Secret Service and New York City Police Department in the event of a Weapons of Mass Destruction attack at the 2004 Republican National Convention• Planned several multiagency exercises involving military forces and multiple first responder agencies• Worked at the national level to draft doctrine for the CBRNE Enhanced Response Force Package Program, with particular focus on technical rescue, decontamination and command and control• Served as the agency representative to NYS CBRNE Task Force assisting in the development of the State’s Homeland Security Strategy• As the project officer for the NYNG CBRNE Enhanced Response Force (CERFP), stood up and trained the CERFP rapidly in order to deploy the unit in support of the 2004 Republican National Convention• Served as the lead agency representative to the State Emergency Management Office’s Operations Center when activated for over twenty state emergencies and many large scale exercises

• Special Assignment as the New York National Guard representative to WMD Task Force• Technical adviser to the New York Governor’s Weapons of Mass Destruction Equipment Grant Program.• One of a core group sent out around the state to brief 57 counties and the city of New York on specifics of the Homeland Security Grant Program to include the process of grant application.• Served as the subject matter expert on the initiative and investment justification process that was integral to the grant application process; received, reviewed and prioritized all initiatives and investment justifications ensuring that they supported the overall New York State Homeland Security Strategy.

Led a four soldier Operations Section responsible for coordinating the day to day operations and training of a twenty-two person team, scheduling and tracking of required schools, as well as planning and coordinating training exercises conducted with external agencies to include local fire, police and EMS. Responsible for tracking and coordinating the activities of all unit assets while at the scene of a Weapons of Mass Destruction incident or when pre-deployed to a National Security Special Event.• Mobilized unit for its first real-world incident response, the attacks on the World Trade Center on Sept 11, 2001• Supervised and coordinated the activities of the survey team at several major National Security Special Events to include the Oct. 2001 Memorial Service at Yankee Stadium, 2001 World Series, 2002 US Open Golf Tournament and 2001 New Year’s Eve Celebration at Times Square• Developed a closeout package to provide the Incident Commander with a comprehensive grouping of logs, analytical results, recommendations for the safe closeout of an incident site and other key documents; package was adopted as a model for other CSTs• Led Survey Team through its development, the initial train up, certification process and first response mission• Trained a Survey Team that was twice noted as “the Best” of all the CSTs during two separate External Evaluations • Developed standard operating procedures that were adopted by several other CSTs and made CST program doctrine

Conducted routine radiological surveys, provided emergency response to radiological and hazardous materials emergencies and provided radiological oversight to ensure the radiation safety of the laboratory, maintaining ownership of assigned areas of the laboratory with a customer focus ensuring that all research was conducted with a focus on radiation safety.• Completed arduous Health Physics Technician qualification program in half of the time allotted• Revised 130 of the nearly 200 survey forms utilized by radiological controls personnel• Updated all nineteen of the radiological controls standard operating procedures• Managed the company’s purchase of new radios for the entire Radiological Controls Section

Training Coordinator, Staff Instructor, Supervisor, Radiological Controls Technician, Water Chemist and Mechanical Operator responsible for training students in the Nuclear Power Program.• Supervised the training and qualifications for a crew of forty staff members• Revised several administrative programs resulting in upgrades to all• Corrected over 300 errors in the computer qualification tracking system• Noted by a Radiation Health Auditor as “the best Thermo-luminescent Dosimeter Reader ever observed” • Led the Diving Division through the ships Salvage Inspection with no deficiencies• Led the Reactor Laboratories Division through their first Operational Reactor Safeguards Exam resulting in an above average grade
