Thomas BLAICH works currently as Project Manager for UNOPS in Juba/South Sudan responsible for the planning, design and for all construction stages with full profit and loss responsibility for (324) sub-projects including water supply and sanitation, rural roads, primary health facilities, primary schools and community markets.His prior assignment with UNOPS was in Koror, Republic of Palau, where he worked to retrofit the design of six Community Health Center and their construction in the Islands of Babeldaob and three remote Islands.He is a Civil Engineer and a Mining Engineer employed in the Austrian Ministry of Defense, hence currently on unpaid leave since 2014. He was seconded as Lieutenant Colonel to KFOR HQ in 2011 as Chief Engineer for 1.5 years, then by 2013, continued as International Civilian Consult Fix Term highest level 7 followed by multiple consultancies assignments for a variety of clients comprising civilian design companies, NGOs like GIZ, LuxDev or organizations like recently UNDP for all kinds of projects which allowed him to gain experience in the broad field of infrastructure and engineering.Thomas BLAICH recently worked as Engineering, Procurement and Construction (EPC) Manager Consultant for projects in Mali and Kosovo for the Austrian Waste Water Solution Group developing alternative design solutions by elevating the entire wastewater treatment plant using the excavation materials for landscaping on site instead of disposing.Since 2016, he not only worked in Lithuania and Malawi for a German Infrastructure Service Provider but also as Head of Engineering / Project Manager for a Dubai based company in development and conflict/post conflict settings. In particular he gained infrastructure experience, provided innovative and conflict-solving solutions for all arising challenges/shortfalls in the following sectors:- “Primary Health Facilities” in Kosovo and Palau- “Highways, highway bridges and rural roads, rural bridges” in Kosovo, FYROM (now North Macedonia), DR Congo and Nigeria- “Water supply and sanitation” in Mali, Kosovo, Mali and Afghanistan- “Hard Structure” and “Semi-permanent Buildings” in Iraq, Afghanistan, Lithuania- “Retaining walls” in Kosovo, Netherlands- “Energy supply” in Kosovo, Palau- “Community infrastructure” (urban water, schools, community health centers) in Kosovo, Comoros, Kosovo, Malawi, Palau Prior to his involvement in development work, he worked in the Austrian Military as Head of Department “Austrian Infrastructure Abroad” MIMZ and as a Military Engineer.
