Dr Thomas Hart lives as a freelance information society policy and strategy advisor in Hamburg / Germany. From 2005 to 2020, he was based in Beijing / China, between 2012 and 2015 he was also based in Surabaya / Indonesia. His focus is to work with government, civil society and academic experts on innovative solutions for modern regulatory frameworks for telecommunications and internet markets, fostering innovation, economic and social development. Through his work in particular on the topics of telecoms policy, e-government, e-democracy and access to government information, Thomas has been participating for more than 15 years in the public debate about a modern definition of the relationship between state and citizens in information society.
