The Appeals Centre Europe will settle disputes raised by people and organisations in the European Union about content policy enforcement actions taken by online social media platforms. To begin with the Appeals Centre will resolve disputes relating to Facebook, TikTok and YouTube. The Appeals Centre will deliver a decision to every eligible user that raises a dispute, deciding if platforms’ decisions are consistent with their content policies, including any principles or exceptions with reference to human rights. The Appeals Centre Europe has been certified as an out-of-court dispute settlement body under the Digital Services Act by the Coimisiún na Meán, Ireland’s media regulator.

The Oversight Board, comprised of independent expert members from around the world, makes binding decisions on what content Facebook and Instagram should allow or remove, based on respect for freedom of expression and human rights. The Oversight Board Administration, comprised of full-time staff in London, Washington DC and San Francisco, undertake case operations and support the Board Members on the selection and review of cases, and deliver the corporate governance, legal, communications, finance, HR, technology, facilities and security functions of the Oversight Board.
