I the lead enterprise project managers for all products in Government Markets for the Blue Cross team of North Carolina. Formerly part of the Sales, Marketing and Communications hub, we deliver all product enhancements for Medicare and Medicaid to this growing population. Schedule onboarding of vendor engagements for new Medicare Supplemental benefits, manage budgets for annual maintenance and new product enhancements that drive growth and member benefit and business value.

In this role, I plan, design, execute, and direct complex, high-profile technology initiatives for the government sector of this Fortune 500 healthcare insurance provider, where I’m responsible for system deployments and integrations, application upgrades and releases, vendor management, data warehousing, data management services, and more. I guide projects with large budgets and supervise up to 130 individuals, including product managers, product owners, and Scrum teams. I oversee complete project portfolios and operate through multiple PMOs. I oversaw all operations for this startup biopharmaceutical firm with a laboratory in Vancouver and offices in Boston. I assisted legal in validation of the intellectual property, provisional patent and proof of concept. I also implemented and managed a virtual Scrum framework for development and project management, tax reporting and Delaware company closure.

In this position, I provided critical support for the Chief Information Security Officer regarding the launch of a data governance platform to manage data security for all hospitals and clinics in this operator with locations in 16 states. I worked with 129 IT directors on registration of security threats and best practices for security data and enforcing regulations, and led project planning and execution, Scrum processes, program planning events, and SQL Server licensing. I supervised a team of 7 and collaborated with Internal Audit, SIEM Threat Management, and Corporate Compliance units on security risk assessments.Selected Accomplishments:• Completed the updating of development and production versions of the platform, along with the SQL Server environment, on time. Launched the platform at the first 17 hospitals in the only 6 months.• Reduced release times and improved efficiency by standardizing development and production versions.

During this period, I directed the identification, definition, and delivery of application development solutions for this $12B state Bureau of Healthcare Finance & Administration for Medicare and Medicaid’s Appeals Operations Group, where I partnered with the Director of Clinical Pharmacy and Director of Healthcare Analytics on the design and delivery of Medication Therapy Management and SAS platforms. I also carried out procedure improvement and created and led project teams.Selected Accomplishments:• Eliminated backlogs of work by leading the updating of procedures for adjudicating Medicare appeals.• Managed the RFP for a new Pharmacy Benefit Management program instituted by the Dept. of Clinical Pharmacy. • Enabled the restoration of a critical investment for SAS Visual Analytics Server by facilitating effective communication between the data warehouse and the new system.

This position involved guiding the development of applications for complex algorithms to facilitate the execution, design, and delivery of advanced computing and simulation solutions for a company with offices in the US and UK. In addition, I improved the development process by implementing a Scrum framework.
