Lieutenant Colonel (Retired) Thomas (Tom) Smith is Chief Executive Officer for Capital Business Development Associates. Following 32 years of service in the Army and Marine Corps, Tom has been a business development consultant in the areas of homeland security and communications interoperability, as well as facilitating interagency operations, exercises and training involving communications.Tom is nationally recognized as an expert in the area of deployable, interagency communication relevant to disaster response and homeland security. He developed and implemented the first Cyber-Defense initiative within the Missouri Guard and participated in the State Cyber-Security Task Force. He contributed to National Guard concepts for national communications capabilities and infrastructure. Tom has an in depth understanding of federal and state budget and resourcing processes.Tom has significant experience supporting the definition of government requirements, in depth knowledge of procurement processes and government budgeting processes. He has successfully helped businesses develop strategic plans, which incorporate potential revenue streams from federal, state and local government.
