Branch Chief for the Project Controls and Programs Branch supporting the Civil, Military, Environmental and Reimbursable Programs for Savannah District, USACE. Additionally serves as the Assistant Chief, Planning, Programs and Project Management Division, Savannah District. Leads the scheduling, project financial management, budget development support for the Programs and Project Management Division. Leads the project controls support, to include risk management, work acceptance and data quality.

Responsible for the oversight and project management of Reimbursable Programs for Savannah District, USACE. Program manager for the USACE supported environmental remediation, restoration and quality for military installations and federal partners in the Savannah District AOR. The Program included the Formerly Used Defense Sites Program support across six states in the Southeast.

Upon arrival, assumed duties of District Chief of Staff in conjunction with duties as a Lieutenant Colonel District Deputy. Provides oversight of robust military construction, civil works projects, International and Interagency Support, Federal Disaster Response and Recovery and other USACE missions. Directly supervises, directs and coordinates seven offices that provide overhead, general and administrative support for a 700+ person organization with a budget that ranges from $11M to $15M annually.Chaired and lead the District’s Executive Information Steering Committee that oversaw an information technology budget totaling $10 to $13 million supporting diverse engineering, construction, operations, reimbursable and regulatory missions within budget limitations.Personally developed and led implementation of workforce planning, recruitment, retention, training and discipline of a large civilian workforce to maintain necessary skills and competencies within budget constraints.Developed and led processes that allowed senior leadership to develop and achieve revised organizational structures through focused reductions, restructuring and hiring.Coordinates information technology, logistical and human resources support for the district across installations and facilities in four states while maintaining oversight of budgets for all support functions.Personally and successfully oversaw the development and implementation of Reduction in Force (RIF) Avoidance measures that reduced the workforce by over 400 employees in under 2 years through voluntary measures. Hand selected to serve as a member of a Hurricane Sandy After Action Review Team assessing, analyzing and making recommendations for USACE Command and Control in Disaster Response. Personally planned and lead the Savannah District Leader Development Program focused on developing the district's future leaders.

Oversaw development of training plans, organizational structure development, transition planning for a team of 42 officers augmenting an Advise and Assist Brigade deployed over the majority of Iraq. Personally lead a team of Combat Advisers conducting direct liaison, coordination and training of Iraqi units.Developed plans and concepts to provide advisory support across the entire Iraqi Theater of Operations.Oversaw and coordinated the employment of advisory teams that directly coordinated between the Kurdish and Iraqi forces along boundaries in Northern Iraq.

Deputy Commander for Rear Operations and Rear Detachment Commander of a Provisional Battalion in the 3rd Brigade, 3rd Infantry Division at Fort Benning, GA. Operated in a complex command and control environment with reporting and responsibility to five different headquarters at two installations depending on the function. Oversaw all facets of the Brigade's forces at home station while the 3rd Brigade was deployed including personnel, equipment and facilities ranging from over 800 to less than 300 Soldiers.Oversaw a detail focused support structure composed of a small cadre that prepared soldiers for deployment, received redeploying Soldiers, maintained equipment and facilities and engaged local partners to provide family and soldier support. Served in roles as a Brigade Deputy Commander during the reintegration cycle while the Brigade Leadership was unavailable.

Served as the Battalion Executive Officer for a 500 Soldier Special Troops Battalion composed of communications, intelligence, and other critical support elements for a U.S. Army Brigade while deployed to Iraq and training for future deployment. Personally responsible for and managed the maintenance of all critical communications and intelligence systems assigned to the 3rd Brigade in an extremely austere environment. Displayed skill in coordinating assets and resources to ensure continuous operation of the mission critical equipment. Led a multi­functional staff to provide logistical and personnel support to the battalion and brigade headquarters. Oversaw the fielding of numerous systems and upgrades to the unit across a large range of functions. Maintained outstanding control of limited funds focusing on needed repairs and replenishment of required equipment.

Led cross functional planning for all aspects of a Heavy Brigade Combat Team during training, deployment and combat operations. Trained the brigade staff to conduct Army decision making process, building a team capable of planning in complex environments. Personally lead a detailed and thorough planning process that produced a plan that directed 31 companies to accomplish all aspects of pre­deployment training compressed into approximately 24 days during the “Surge” in 2007. Personally lead the first team to deploy from the Brigade into Iraq Theater of Operations to an entirely new Operating Base in Iraq.
